As directed by Council at the August 3 Council meeting, I contacted
insurance agencies in Rosemount to see if they would be interested in
presenting a proposal as the city�s agent of record for employee benefit
programs.
Those contacted were Jim Oison of MSI, Paul Eggen of State Farm and Greg
Amdahl of American Family. All three gentlemen thanked me for contacting
them but advised their companies do not offer these types of insurance
programs.
Therefore, I'm again recommending Jeff Azen of James Bissonett & '
Associates as the city's agent of record.
Mr. Azen is currently the agent of record for employee benefit plans for
the Cities of Maple Grove, Bloomingtan and Eden Prairie. Staff inembers
from these cities highly recoinmended him. A1so, Mr. Azen recently became
agent of record for Eagan.
RECOMMENDED ACTION: MOTION TO AUTHORIZE JEFFREY A. AZEN OF JAMES
BTSSONETT & ASSOCIATES AS AGENT OF RECORD FUR THE CITY'S HEALTH,
DENTAL AND FLEXIBLE SPENDING PROGRAMS.

This is a request for Cauncil to consider approving effrey zen of James
Bissonett & Associates as the City�s Agent of Record for th� emplayaes'
health, dental and flexible spending programs.
Over the past couple of weeks I have met and received proposals for agent
of record for employee benefits from four different insurance agencies.
Those agencies were National Services Group, R, L. Youngdahl & Associates,
Toombs Insurance Agency and James Bissonett & Associates.
Currently the city doesn't have an agent of record for its health
insurance. My initial reason for wanting to select an agent was to assist
me with the request for proposal proeess for health insurance. State law
requires that the city advertise for propasals this year. In order to
prepare the RFP, specifications must be written; and i feel an insurance
agent can prepare the most effective specificatians for getting the best
plan for our employees at a competitive price.
Jeffrey Azen has twenty years of employee benefits experience and
specializes in medium-size businesses. Besides his expertise in designing
health plans and negotiating rates, Jeff's firm will meet with employee
groups on insurance issues, provide on-going assistance to me and the
employees and keep me up to date on new insurance regulations.-
I would also like to recommend that Mr. Azen be appointed agent of record
for our d�ntal plan and flexible spending plan. I 'm satisfied with the
agent of record of the Minnesota Mutual Life Insurance Plan..,
There are no additional fees for his services since the insurance carriers
pay his firm in the form of commissions. Obviously these commissions are
built into our insurance premiums, but I feel comfortable that Mr. Azen's
negotiation skil.ls and design of benefits plans will more �than justify his
fees and more than likely not cause an increase in our premiums.
Furthermore, I feel this commission fee is well worth the assistance he can
provide to me and the services he can provide to aur employees in
understanding their benefits and assisting them with problems of claims and
billing questions.
