SPECIAL MEETING
JULY 26, 1993
Pursuant to due eaii and notice thereof a special meeting of the City Councii of the City of'
Rasemount was duly held on Monday, July 26, 1993, at 6:30 p.m. in the Council Chambers at City
HaIL
Mayor McMenomy cal{ed the meetmg to order with Councilrnembers Wiilcox, Wippermann, Staats,
and Klassen present.
Ma�ror McMenomy led the audience in the Pledge of Allegiance.
Cit�r Administrator Stephan Jilk presented for Council discussion the first draft of the 1994 general
fund aperating budget.
Discussion by Counci{ included the members giving their priorities for 1994 funding and some
suggestions on ways to cut the budget. Some af the priorities mentioned were street
reconstruction, funding street reconstructian through the CIP budget or through a transportation
utitity fee, fire hall and aerial truck, funds for snow and ice removal, trails on Highway 3 for the
Comrnunity Center and Erickson Park and funding fior an Erickson Park shelter.
Administrator Jilk advised that the county has indicated that 4 percent of the 11 percenf increase in
the city's valuation as of April 1, 1993 is due to increased value in existing property before new
construction. This means that an increase in total levy by 7 percent could be absorbed-by
� additionaf valuation brought on by new construction.
It was suggest�d from Counci! that the c'rty's levy remain the same as in 1993 or increase no more
than 3%0. Counci! agreed further discussion needed to be held on possible areas to cut.
Council agreed to hotd future meetings to discuss the budget on August 16, 1993, at 6:00 p.m. and
August 30, 1993, at 6:00 p.m.
Director of Planning Lisa Freese presented a draft letter for Council approval to be sent to Empire
Township regarding the Township's Comprehensive Plan.
MOTt�N by McMenomy to approve the comment letter as drafted regarding the Empire
Gomprehensive Plan and forward it to the Township officials and the Metropolitan CounciL
