Map Regular meetings have been held for the past few months regarding the T. H. 52 Corridor Study with representatives from Inver Grove Heights, Rosemount, NIl�TDOT, Dakota County and Koch Refinery. Short-Elliott-Hendrickson, Inc. is the consultant working on the Study. The objectives of the Study were to determine the functional classifications of T.H. 52, thereby determining the location and type of access points to the Trunk Highway. The Study is approximately 70% - 80% complete. It has been determined that T.H: 52 is considered a "freeway° type of principal arterial (P.A. ) thereby limiting access to interchanges with other P.A. ' s and some minor arterials. Short term solutions are being considered, including the installation of signal lights on Highway 52 at 117th Street. This would be a temporary situation. The construction of a frontage road on the west side of T.H. 52 south of 117th Street and the closure of direct accesses at Koch are being considered. NIl�TDOT and Koch recognize the hazardous situation at 117th Street and the Koch access and are anxious for these short term solutions to be implemented. NIl�TDOT' s funding program would not allow these improvements to happen until 1996. NIlVDOT has recommended that these improvements could be implemented earlier through a Cooperative Agreement. This is the same type of Agreement we have entered into with NIl�TDOT far the Trunk Highway 3 Improvements. For T.H. 52 we would need to work 'along with the City of I'nver Grove Heights to implement a Cooperative Agreement. As part of the Cooperative Agreement, N�TDOT requires that the improvements, (which in this case are the signal lights and the frontage road south of 117th Street into Koch) are owned and maintained by another public entity, which in this case would be Inver Grove Heights and Rosemount. The initial indications from Koch are that the additional right-of-way required would be on Koch groperty and may be provided as public right-of-way by Koch. Furthermore, it means that the City would be liable for all maintenance costs of this now °public" street. We advise that the City enter into an agreement with Koch to determine the allocation of all Cooperative Agreement costs and future ma.intenance cost of the frontage road streets. Koch is also participating in the Highway 52l55 Corridor Task Force. As a result of these activities and over deep coneern for the safe movement of vehicles in and around the refinery, we would like to consider entering into a Cooperative Agreement with the City of Rosemount to facilitate the construction of North/South frontage roads on the '-- west side of Highway 52.
