City Project No. 191 was initiated by the City C uncil o July 19,
1988 to improve Chippendale Avenue from 160th Street to 151st Street.
The initial plan was to construct Chippendale Avenue to a 48' wide,
Municipal State Aid (MSA) street in compliance with MSA Standards,
plus required public utilities for this segment. The project cost
estimate for this design was $450, 000 . The Engineering Plans were
completed for this 48' design. However, the project was delayed due
to lack of MSA funding and NII�TDOT delay of the Trunk Highway 3
Improvements, which are just now being constructed. (Chippendale was
to be used as a detour route during the T.H. #3 construction. ) The
project scaled down to provide a minimum width paved surface with a
cost estimate of $270, 000, which was reported to Council on May 10,
1990 . A Public Hearing was held June S, 1990 and the scaled down
project ordered. The final project costs totalled $191,973 and are
itemized on the spreadsheet entitled "Breakdown Report" . The
Watermain Core Fund will pay for the oversizing cost of the 12��
watermain which was installed within Chippendale. This aznounts to
$9 , 116 . The remaining $182, 857 is 100o assessable to the benefiting
properties . The method used was on a unit (acre) basis. The project
was completed in late 1991. An Assessment Hearing was held on October
20, 1992 but no action was taken due to a decision by the City
Attorney that a new Public Hearing should be held due to an increase
in the amount of assessments from the original Publ�c Hearing Notice.
The new notice with the new total cost is attached for your review. `
Attached is a copy of a spreadsheet showing all costs for Chippendale
Avenue Improvements - Project #191 and the associated Assessment Roll
spreadsheets. This project is being asse�sed using the assessment
policy in effect at the time of initiation and not the recently
adopted policy.
Staff is recommending setting a public hearing far April 20, 1993 at
8 : 00 p.m. or as soon thereafter as passible:

CITY PROJECT #191
WHEREAS, the City Council received the feasibility report and found the project feasible for
Chippendale Avenue Street Improvements, City Project#191, on the 20th day of September
1988; and
WHEREAS, the statute provided that no such improvements shali be made until the Council
has held a public hearing on such improvements following mailed notice and two publications
thereof in the official newspaper stating time and place of the hearing, the generaf nature of
the improvement, the estimated costs thereof, and the area proposed to be assessed, in
accordance with the law; and
NOW THEREFORE, BE tT RESOLVED by the City Council of the City of Rosemount,
Minnesota, as follows
1. A public hearing will be held at the time and p{ace set forth in the Notice of
Hearing attached hereto as Exhibit A to consider said proposed improvernents.
2, The nature of the improvements, the estimated cost af each major portion thereof,
and the areas proposed to be assessed therefor are described in the form of Notice of
Hearing hereto attached.
3. The notice of said public hearing shall be in substantially the form contained in the
notice hereto attached.
4. The City Cferk is hereby authorized and directed to cause notice of said hearing
to be given two publications in the official newspaper. Said publications shall be one week
apart, and at least three days shall elapse between the last publication and the hearing. Not
less than ten days before the hearing the Clerk shatl mail notice o#the hearing to the owner
of each parcel of land within the area proposed to be assessed as described in the notice.
For the purpose of giving such mailed notice, owners shall be those shown to be such on
the records of the County Auditor or, if the tax statements in the County are mailed by the
County Treasurer, on the records of the �ounty Treasurer. As to properties not listed on the
records of the County Auditor or the County Treasurer, the Clerk shall ascertain such
ownership by any practicabie means and give mailed notice ta such owners.

PROJECT #191, CHIPPENDALE AVENUE IMPROVEMENTS
TO WHOM IT MAY CONCERN:
NOTICE 1S HEREBY GIVEN, that the City Council of the City of Rosemount,
Minnesota, will meet at 8:00 o'ciock p.m., or as close thereto as possible, Tuesday,
April 20, 1993, in the Council Chambers of the City Hall, 2875 145th Street West,
to consider the fol(owing improvements:
Project #191, Chippendale Avenue Improvements which include:
Sanitary Sewer, Watermain, Storm Sewer and Streets between
160th Street and 151 st Street along Chippendale Avenue
The total cost of said improvements is S 191,973.
. The area proposed to_be assessed for the foregoing_improvements would generally be
all that area generally described as the SE1/4 of Seetion 31 and SW 1/4 of SW 1/4 of
Section 32; except that portion lying easterly of TH3, all in T115, R19, Dakota
County, Minnesota.
Such person as desires to be heard with �eference to the proposed improvements will
be heard at this meeting. Written or oral opinions will be considere:d.
