This month there are several items to report regarding the Community Center
Project and the status of the project. Please refer to the attached memo.
The Community Center Manager Position. 119 applieations were received.
These applications came from all over the Midwest with most of them coming
from the metropolitan area of the Twin Cities. The interview committee
will review them on April 5 and interviews will be held shortly after that.
Selection of the final candidate should be by Apri1 20th.
The Cammunity Center Commission. As directed several organizations in the
community have been requested �to submit person�s names to be appointed to
this Commission. Names, and those organizations represented, are provided
below.

Copies of information we have received on these people is enclosed for your
information. I am extremely pleased with the people submitted for
appointment and I would recommend your approval of those persons to the new
Community Center Commission.
With their approval we will establish a meeting date to have the new
Commission meet and begin the process of establishing their work program
with the new Community Center and the new Community Center Manager.

Community Center Project Update
April, 1993
Construction. Construction progress is going well . Even with
the wet weather we are having the mason work and the steel work
done. It is progressing very well. Please refer to the attached
site ma.p of the project to understand the progress being made as
I refer to it here.
Phase I - footings, foundations and most exterior walls on the
lower level in this section are complete. Concrete planking for
flooring in this area is also complete. Interior walls, as to
concrete block, is almost complete and plumbing and electrical
conduit is beginning to be placed. The west exterior wall of the
gymnasium is still left open to allow for forklifts and �hat type
of equipment to be used.
Phase IIb - (Armory North) . Footings, foundations and most
exterior walls in this area are in place. Some interior wa11s
are going up and window and door casings are being installed.
Phase IIc - (Armory West) . All footings and foundations are
completed. Some exterior walls are done. This area includes the
rifle range and most of the individual unit secure storage areas.
Phase IIa - (Banquet Hall) . This is the banquet hall and theater
area. Footings are being poured.
Phase IId - (Arena Area) . This is the arena area. Some footings
are being poured and exeavation is camplete.
Other Construction - Selection of all doors and appropriate
hardware (locking devices) has been made on the entire facility.
Considering the numbers of doors an.d the different uses between
the National Guard and the City this was no small feat. All of
the prefabricated steel for Phases I, IIb and IIc should be on
site next week.

ROSEMOUNT COMMUNITY CENTER COMMISSION
The Community Center Commission is an advisory eommission
appointed by the City Council. The purpose of the
commission is:
1) to provide input, direction and oversight as to the
operation of the Rosemount Community Center.
2) to advise and make recommendations to the City Council
concerning the operation of the facility, its management
and programing.
Organization: The Commission consists af seven (7) members who
are appointed by the City Council for three (3) year terms.
Members will be appointed following an interview and selection
process as established in City Policy. Seven members should
represent, as closely as possible, the business community, school
district, Rosemount Area Hockey Association (RAHA) , Rosemount
Area Athletic Association fRAAA) , Rosemount Parks & Recreation
Committee, the senior citizen populativn, and the youth
population: �-
Ex—officio members of the commission shall be the Mayor and` City
Administrator.
The Community Center Manager wi11 act as the staff liaison and
Commission advisor, and direct link to the City Adminzstrator and
City Council.
The Commission will meet at least once a month, at a t�.me and
place decided by the Commission.
Jurisdiction: The Commission has certain responsibilities
pursuant to the operation of the Rosemount Community Center.
Included in the commission' s jurisdiction is the following:
1) Review, adopt, and recommend operating capital budgets for
the Center.
2) Authorize expenditures for funds- specifically set out for
use in the operation and maintenance of the utilities as
designated in the approved budgets.
3) Make recommendations to �he City Council on the hirsng of
personnel and purchase of additional equipment for
operation and maintenance of the Center.
4) Review and recommend general operational programming, user
fees, and contracts for the Center.
Members Role: The Commission will act as advisor, overseer and
community representatives to the City Council for the operation
of the Community Center and work closely with the Community
Center Manager to e'ffectively and efficiently operate the
Rosemount Community Center.

Staff: The Community Center Manager provides the staffing needs '
to the Commission and provides direction for implementing the j
Commission' s golicies and deals directly with the Commission.
Representation of the community on the Commission should retain a k
cross section of the community to insure all cammunity interests �
are represented and that the Community Center provides an
appropriate opportunity for service to as many and as varied
users as possible while still maintaining a cost effective
management program. Members must remain objective in their
representation and decision making.
JOB DESCRIPTION/QUALIFICATIONS
Qualifications :
1. Resident of the City of Rosemount
2 . Willingness a�+d dedication to commit both time and personal
energy to the Commission.
3 . An interest in recreational pxograms .
4. Desire to provide a broad range of recreation senrice to
citizens of the community.'

7 . Willingly seeks input from neighborhoods, organizations,
and individuals on tne operation of the Center and programs

Responsibilities:
1. Attend and participate in regular meetings and special
meetings .
2 . Attend and participate in appointed study committees which _
, may be required to conduet the affairs of the Commission.
3 , Make recommendations concerning Center operations and
development to City Council and the Center Manager.
4. Review and make recommendations concerning Center
programming.

Duties of Chairperson:

4. With the Community Center Manager establish a tentative
agenda for meetings .
5 . Assign members to special study committees .
6. Advise and consult with individual members concerning their
p�rticipation on the Commission.

Duties of the Communitv Center Manacrer to the Commission:
I. � To assist in the development of the' agenda 'and pr�pare
packet material.
2 . To act as a manager of the Community Center and its
- budgets, user development and liaison to the City Council
for the recommendations made by the Commission.
3 . Provide direction and input to the Commission concerning
Center aperation, staffing, and budgets .
4 . To attend meetings of the Commission.

Division of the Internal Revenue Service for over 19 years. He �
is also a Certified Public Accountant (CPA) . Since moving to f
Rosemount from Cincinnati, Ohio, in 1990, George has been an
active member of RAAA. He has coached several sports and is
currently the program director for RAAA's in-house soccer
program. These activities have brought him into contact with
Rosemount's Park and Recreation Department and the Police
Department. George is married and has two daughters ages l0 and
14.

Dear Mr. Jilk:
Our group a�ould like the opportunity to recommend Ronald Pederson to
represent the Rosemount Area Hockey Association to the Community
Center Commission. As you are well aware Ron has been very involved
in the process to bring about the creation of the Mu1ti-Pupose Arena to
the ci�ty. In addition to fiis involvement in that capacity I �vouid al:so
like to oufline some of his other civic invol��ement within the Rosemount
community.

2. Rosemount Jaycee member for 15 years. President far 2 years.
3. The first Chair of the Rosemount Park and Recreation eommittee.
Helped put together the first referendum for the purchase of the
Carroll's �t'oods property. Helped interview and hire the first Parks and
Recreation Director for the city.
4. Represented Rosemount on the Corridor Advisory Committee. This
group helped develop the feasibility for light rail transit for tfie area
5outh of St.Paul.
5. Served on the Parks TJlaster Plan Committee.
6. Served on the Carroll's Woods Master Plan Committee.
7. Presently Chairperson of the Carroll's Woods Committee.
8. Member of RAHA for the past 10 years. Served on the Board of
Directors for three years. Served as President for 2 years.
9. Currently Ron is the President of Pederson Homes, Inc., a custom
home design-build company located in the city of Rosemount.
By outlining some of his other areas of involment it should be apparent
that Ron is interested in the promotion and enhancement of all facets of
life within his home town. X�e would make a good representative for all
citizens of Rosemount and not just our group.

1986 Claim Analyst \ HMO COordinator, Aspen Medical Group,
