Minutes of November 17, 1993 Special Neighborhood Information Meeting, ROSF�VIOUNT PORT AUTHORITY PROCEEDINGS D��E� SPECIAL NEIGHBORHOOD INFORMATION MEETING NOVEI��ER 17, 1993 Pursuant to due call and notice thereof a special meeting of the Rosemount Port Authority was duly held on Wednesday, November 17, 1993 at 6:30 p.m. in the Council Chambers at City Hall, 2875 - 145th Street West. � Chair Dunn called the meeting to order with Commissioners Anderson, Carroll, Edwards, McMenomy, Sinnwell, and Wippermann present. Staff present included Acting City Administrator Wasmund and port authority attorney Miles. Attorney Miles requested that Tax Ability of Business Park Property be added to the agenda. Chair Dunn placed it on the agenda under 3.E). MOTION by Sinnwell to approve the agenda as amended. SECOND by Wippermann. Ayes: 7. ' Nays: 0. Chair Dunn advised that the purpose of the meeting was to consider the merits of two possible sites for the senior housing project proposed by Dakota County HRA. Diane Nordquist and Tra.cie Chamberlin of the HRA and Victor Zeuthen, the HRA's architectural consultant were introduced and welcomed. Ms. Nordquist explained that the HRA is considering two sites for their senior housing project, one site is located on Burma Avenue and the other on Cameo Avenue. Three criteria were used when choosing the sites; proximity to the downtown area and services, architectural criteria and site lay- out, and acquisition costs. Mr. Zeuthen explained details of the 40 unit building and the two different site layouts for each site. He advised that the proposed structure would be a three-story wood frame building. Commissioners were concerned that a three-story building would not be congruous to the e�sting one and two-story homes in the neighborhood and questioned whether a two-story development could be pursued. The HRA representatives advised that a two-story building would cost more than A three-story building and therefore is not a viable consideration. However, if the city desires a two-story building and would provide the extra funds needed to make the change, the HRA would explore the concept of a two-story structure. Ms. Nordquist commented that, when talking to the affected residents of both sites, all of`the Cameo Avenue residents were interested in discussing the sale of their property; four out of eight residents near the Burma Avenue site were interested, After considerable discussion, Mr. Zeuthen advised that the HRA prefers the Cameo site. He also advised the board and audience of the projected costs associated with each site. He explained that ` the dollar amounts presented include acquisition of single family homes, relocahon costs, and demolition costs. The two site plan options for Burma Avenue would cost approxirnately $478,500 and $873,500 (includes vacating Burma Avenue). Several residents spoke identifying the following issues and comments: Need assurance that the project will always remain strictly for semors. Concern that the existing water and sewer lines are not adequate. Concern that the proposed parking is not su�cient. Concern that the vacation of Burma Avenue would have a disastrous affect on Fluegel Elevator. Concem that a three-story building would block sunlight to the adjacent homes. Stated that a senior housing project is best suited in a neighborhood setting. Some residents felt that the presentation was lacking in information and desired more specific details regarding financial aspects, cost to taxpayers, pipeline issues at the Cameo Avenue site, etc. Commissioner Sinnwell agreed that some of his questions had not been answered. MOTION by Sinnwell to adjourn. SECOND by Edwards. Some of the commissioners concurred that the audience should be allowed to continue to speak. Consensus was reached to continue the meeting on the condition that it adjoum at 8:30 p.m., and Commissioners Sinnwell and Edwards withdrew their motion and second. Discussion and comments from the audience continued. Attorney Miles explained that this meeting was intended to be preliminary in nature and until a site is chosen, the port authority and the HRA would not have complete details of the project. MOTION by Sinnwell to direct the port authority staff to dra.ft in resolution form, selecting the Cameo Avenue site as the location for the HRA's senior housing project for presentation at the December 7 meeting. SECOND by Carroll. Ayes: Canoll, Anderson, Wippermann, Si�nwell, McMenomy. Nays; Dunn. Present: Edwards. Attomey Miles explained the taxing ability of the business park property. He advised that the property did become tax exempt under the laws of Minnesota..
