The several Jason movies illustrate this as does Stephan King's arrie and the Aliens trilogy. Unfortunately in real life Rosemount there exists the "Old Post Office Land Remnant, " and 2 wish that were fiction because that issue keeps coming back before us. In the most recent chapter, a representative of Dakota Central Realty contacted me regarding snow storage. The people responsible for plowing the new post office parking lot cross the port authority owned land remnant and pile +snow in the back of the old post office - currently owned by Dakota Central Realty. In the past there have been issues of maintenance of the property and its eventual use. For se'veral months I tried to arrange a three-way land swap between the Rosemount Mall, Dakota Central Realty, and the port authority that would have allowed access to the north side of the mall and given additional parking to Dakota Central Realty on the west side of the old post office. The private parties were unable to agree and I think we've reached the point where that idea must be considered unworkable. So what to do? 1. Take sealed bids on the remnant. I'm relatively sure you would get at least two bids. Accept the highest bid for the unbuildable property and let 'the private sector resolve the issue. The land is back on the tax roles and no longer the responsibility of the port authority. 2. Keep the land and construct parking on it. About two years ago the city's engineering department determined that for 57,700, curbed parking for about seven or eight cars could be installed. There might be some public relations value in this in view of the elimination of parking on T.H. 3. 3. Certainly an interim option and one that should be taken is to direct staff to write to the °new post office" and ask that the snow plowing people respect the port authority's property rights. I believe representation from both Dakota Central. Realty and the Rosemount Ma.11 will be in attendance. RECONIl�IENDED ACTION: Discussion item. PORT AIITHORITY ACTION:
