The City received a petition and ordered a speed study for Shannan
Parkway between Connemara Trail and McAndrews Road (County Road 38) on
December 15, 1992 . NINUOT recently completed the speed study and has
determined a reasonable and safe speed for the referenced street.
They have determined that the speed limit should be set at 35 m.p.h. �,
between Connemara Trail and a point approximately 600 feet north of '
the intersection with 133rd Court West. In addition, the area north
of that point to County Road 38 should be set at 40 rn.p.h. As this
area develops and additional houses are constructed in the future we
may request a new speed study which possibly could alter the speed
limits in the area again.
The petition which initiated the speed study also requested the
installation of three-way stop signs at Currant Circle and 137th
Street and also the elimination of the four-lane to two-lane
transition immediately north of Connema.ra Trail. As discussed' at that
December 15, 1992 meeting, these two other items were not approved for
numerous reasons. The stop sign installations do not meet the
warrants set by the Minnesota Manual on Uniform Traffic Control
Devices and would set a precedent for the installation of stop signs
at various locations within the City that may not be appropriate. In
addition, the transition from the four-lane to the two-lane is needed
in that area due to the decrease in traffic north of Connemara Trail
and would require extensive and expensive reconstruction of Shannon
Parkway to modify or eliminate.
Staff recommends that Council adopt a resolution to set the speed
limit as stipulated by NIlVDOT.

A RESOLUTION ESTABIISHING SPEED LIMITS ,
ALONG SNANNON PARKWAY FROM C4NNEMARA TRAIL
NORTH TO McANDREWS ROAD {COUNTY ROAD 38)
WHEREAS, the City has received a petition from residents living along Shannon
Parkway; and
WHEREAS,State law authorizes only the Commissioner of Transportation to set speed
limits along public streets and highways that don't fall under the "Urban District"
classification as defined in M.S.L. 169.01, Subdivision 59; and
WHEREAS, the City of Rosernount is concerned for safety of its residents living along
and traveling these streets; and
WHEREAS, the City of Rosemount requested the Commissioner of Transportation to
conduct a speed study on Shannon Parkway from Connemara Trail to McAndrews
Road (County Road 38); and
WHEREAS, the Minnesota Department of Transportation has conducted such a study
and its results are now known.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
The spesd limit on Shannon Parkway north of Connemara Trail shalF be 35
miles per hour between the intersection with Connemara Trail and a point
approximately 600 feet north of the intersection with 133rd Court West, and
40 miles per hour between a point approximately 600 feet north of the
intersection with 133rd Court West and the intersection with County Road 38
(McAndrews Road).

Erection of signs shall be in conformance with the 1991 Minnesota Manual on Unifarm
Traff'ic Control Devices.
Note the contingency on the authorizations. This must be met before the regulatory speed �
Iimit signs are erected or changed.

Kindly make the following change� in speal limits on the above-refesenced section. Changes authorized hcrein are in accordance with
M'innesota Highway Traffic Regulation Act, M.S. Chapter 169.14 and applicable subdivisions thereof.

40 miles per hour between a paint approximately 604 feet north of the intersection with
133rd Court West and the intersection with County Road 38 (McAndrews Road).
NOTE:
The speed limits, described in this authorization, are authorized contingent upon curves aad
hazards being signed with the appropriate advance curve or warning signs, including
appropriate speed advisory plates. The madway described shall be reviewed for traffic
controi devices impacted by the authorized speeci limits before posting the signs. Waming
signs and speed limit signs shall be in accordance with the Minnesota Mamial on Uniform
Traff'ic Control Devices.
