Dakota County has notified the City of Rosemount that it will be h ding a lic Hearing on April
29, 1993 regarding a name change proposal for Bacardi Avenue. The County is considering
changing the name of Bacarda Avenue in the cities of Rosemount and Inver Grove FIeights to Bald
Eagle Avenue. The proposed name change would result in new addresses for the businesses and
residences located along Bacardi Avenue.
The Planning Department t�as conta.cted County staff to inquire as to the reason for the proposed
name change. The County Plann.ing staff indicated that �iighway 1Vlaintenance Shop had requested
the name change because ongoing theft problems with the street signs because name is shared by a
papular brand of spirits. Street signs on Bacardi Avenue have a much higher rate of theft than signs
for other county streets. The maintenance staff indicated that there are six (6) signs along Bacazdi
Avenue and tha.t they are usually never there for more than six (6) weeks. Several attempts have
been made to make them theft-proof, but have proven to be unsuccessful at this �int. Because an
unmarked street could cause problems in an emergency situation, the County is proposing to change
the street name.
Planning staff feels the name change is warranted given the theft problems on the street signs. The
County addressing system dictates that this street must begin with a "B° and be�a name of a "place"
vr "thing." The primary concern with the proposed name identified by Planning staff is that the
Apple Valley High School mascott is the "Eagle" and, therefore, this sign could also be prone to
theft. The Planning Commission disscussed the proposed name change at the Apri127th meering.
They concurred that theft problem posed serious issues, but wondered if a less severe solution could
be found such as changing the spelling of Bacardi to Bakardy. A letter was sent to the Dakota.
County Planning Commission suggesting tlus alternative prior to the Apri129 public hearing. The
Dakota County Board Physical Development Committee will review on this name change proposal
on May 25, 1993. The City Council may wish to comment further and/or direct staff to prepare a
letter aff'uming the Planning Commission's recommendation.
' Recommended Action: A MOTI4N to direct staff to prepare a letter support the Planning
Commission response regarding the Bacardi Avenue name change proposal.

Dear Ms. Irish:
The City of Rosemount Planning Commission has discussed the
proposed name change for Bacardi Avenue_ The Planning Cammission
concurs that the current situation poses safety concerns and a
modification ma.y be warranted_
The proposed name, Bald Eagle Avenue, concerned the Planning
Commission, because it may also be prone to theft, since the
Eagle is the Ma.scot for the Appie Valley High School.
The Planning Commission is asking the County Planning Commission
to consider an alternative solutian, such as changing the
spelling of Bacardi to Bakardy or a similar variation. A name
change of this nature was considered to be a smaller
inconvenience to the residents and businesses affected.

This letter is your o�cial notice that the Dakota County Planning Commission will hold a public
hearing for proposed street name changes on Thursda.y, April 29, 1993 at 7:00 p.m. in Room 334 of
the Dakota.County Western Service Center, 14955 Galaxie Avenue, Apple Valley, Minnesota.
The proposal pertains to Bacardi Avenue in the Cities of Rosemount and Inver Grove Heights. The
County highway sign shop has reported that the street signs for Bacardi Avenue are repeatedly being
stolen and that vandal-proof ineasures that have been taken are unsuccessful. Based upon this report
and the problems that ha.ving an unmarked street would cause in an emergency situation, the county �s
proposing that the street names be changed from Bacardi Avenue to Ba1d Eagle Avenue.
The proposed street name changes would result in the businesses and residences along those streets
having a change in the street name of their mailing address. The building number of the effected
addresses would remain the same.
A11 comments regarding this matter will be heard at the public hearing. Written comments are
welcome and will be presented as part of the public testimony.
