Presently the port authority owned Repairs, Inc. site is served by a watermain that is not adequate for any substantial redevelopment. The city engineer feels that the extension of a six-inch main from the west side of T.H. 3 should be completed at this time to prevent breaking and patching of the new highway surface. The watermain extension will probably cost about $6, 000 and it will allow for service to the Repairs, Inc. property and future looping in the northeast quadrant of T.H. 3 and 145th Street. I am asking for your approval to get quotes for extending the watermain and to enter into a contract to complete this work. The dollar amount is small enough that bids are not required by state law. The cost can be assessed to the Repairs, Inc. property. SITE Rick Pearson and myseif inet with Kerry Johnson, Ron Johnson and Gary Tushie on Monday, May 3, 1993 to discuss the referenced project. Specificatfy we discussed the proposed concept ptan's, arrangement o# parking, overiap of the park property and moving the parking from the rear area of the praposed concept plan to the northeriy open area between the park-n-ride and the Repairsr inc. site. A few items came up for discussion as faltows: � 1. Parking - The group understood our concerns with the expansion at the.rear of the Kerry Johnson site and agresd that moving it to the north would be a good option, Howevec,they expressed their opinion that any addifional parking spaces requ�red by the City beyond the 50 spaces shown on their concept plan would require funding by some other entity, namely the City. Staff will comment as to the number of spaces reqwred for the size of buifding and - detiver that to the policy makers for their final decision. 2. � Water Service - As shown on the attached plan view site there are two options for water service to the property. The two options are as fiollows: A) The Highway 3 connection; this would require a MNDOT permit because it requires the excavation in Highway 3 to an existing 6" watermain on the west side of Highway 3, which could be extended across to the site. The cost of this effort is approximately $5,000 - $6,000 and wili require an extensive amount of engineering time. These plans witl be �eviewed by the City and by � MNDOT prior to any construction. B) The second option is to extend a 6" line in Ericksan Park to the rear{east} property line, which wilt cost approximately 57,000 to construct. in addition an agreement was made with Mr. E.B. McMenomy, owner of the Dakota Central Building, that $13,375 would be paid to him if someone does uti(ize this tine. This agreement is in effect until the Year 200Q. The estimate above is only to get the water to the existing property line. 3. Sanitary Sewer - Again as shown on the plan sheet attached, the connection can be made ta an existing line in Erickson Park approximately 135' east of the property fine. Staff suggest that the City own th8 sewer line to the rear property tine for maintenance reasons. The cost of this 135' is approximateiy 54,000 - 55,000. This tine and Option B - Watermain will go through some of the garden club area. In summary, the Johnson people previously understood that the water and sewer were to be provided to their property line at no cost to them. We feet this is no different than any�other devetopment project in the City and extensions of utilities a�e usually the cost of the developer. Again all plans anci specificatians for utility work are required to be signed by'a professionat engineer and will be reviewed by Gity Staff prior to any construction. In addirtion, all permits required, specificalty the Departmenrt of Mealth permit for the extension of the water line and a MPCA permit for the sanitary sewer extension are required and are the responsibility of the developer or whoever is responsible for the installation of these two lines. In addition, Staff`s understanding is that this proposal is no different from any other proposal and wiN require a pian review by the Planning and Public Works Departments, continuation of the Planning Commission's Site Plan Review and may require pfatting due to the exchange of property.
