NORDQUIST Some time ago the Port Authority�asked for an analysis of and comparison of two possible senior housing sites. As you will recall, the first site discussed was on Burnley Avenue just north of Fluegel Elevator. The second site includes the old Baptist Church which is located west of Cameo, straight west of Mi11er' s Super Valu. In looking at the attached information you will find cost estimates for purchasing the property at each site and also some site analysis provided by the HRA� s architect. I understand that a more detailed review of the two sites will be provided by the architect in July. The information will be made available to you for consideration at the July Comittee of the Whole meeting - - the material provided here gives us a good place to start. RECOMMENDED ACTION: None. TO: John Miller, City of Rosemount FROM: Diane Nordquist, Dakota County � H�� DATE: May 21, 1993 SIIBJECT: Rosemount Senior Cameo Site, Preliminary Budget _ For Acquisition, Relocation, and Demoiition ` I hacve put together a preliminary budget estimating acquisition, relocation, and demolition eosts for properties within the Rosemount senior housing site located on Cameo Avenue. The primary difficulty with this site is a 12" gas line that runs thraugh the middle of the site, restricting the location of a new 40 unit building. Our architectural consultant, Victor Zeuthen, has prepared two schemes for locating the building and parking area. Because of the gas line, it is necessary to locate the building on one side or the other. Therefore, I have put together two very preliminary budgets for both Scheme l and Scheme 2 (see attached budgets) . I have been in contact with the owners of the church property. As you know, they are interested in selling and gave me an estimated asking price. I have not contacted any of the other property owners because of the number of properties involved. Also, when reviewing the budgets of the Cameo site we shou2d also be comparing them to the costs for the Burma Avenue site �(see attachedj . Site location A 'is the area around 146th Street, 147th Street . Burma Street, and East of South Robert Trail (State HW #3) : � Site location B is the area around Cameo Street and the vacated � Birch Street one block West of South Robert Trail. ' The two sites are qui�e different. As you recall, site A is only a fair site if we can vacate Burma-Street. This �was . discussed and deturmined to be costly from a utilities movement and because �it would impair the curren� circuiation of trucks . around the industrial use to the south. Also the original _ interest in this site had to do with the cleaning up of some unsightly buildings near the railroa-d tracks. While conveniently ciose to the downtown services, this area has a considerably • more "Commercial" feel to it than site location B. Site location B �is still very close to the downtown services, but still has � retained a very residential feel to it. The -quieter streets . and single family neighborhood eharacter is much better for • senior' s housing. HRA. This site is the east end of the block bounded by 146th Street � West on the north, Cameo Street on the east, and Lower 147th Street West on the south. Birch Street has been vacated thru the center of the site leaving 465' of frontage on Cameo Street. Diane indicated that approximately 340 ' from Cameo along Cedar and along Lower 147th would be available. It was noted that some sort of utility line (probably gas) is still in the vacated Birch Street. There is a utility meter system visible above ground on the west end of this 50' ROW. Diane has been informed that this will probably not be able to be relocated. Assuming that, there appears to be two buildable areas on either the north or south side of the easement. Each site area is approximately 200 ' X 340 ' . This would be adequate size for nur prototypical 40 unit senior' s project, very similar to our 40 unit project in Hastings. In that case, additional surface parking was available accross the street. That would be the case here in Rosemount, with additional parking adjacent to the building but on the other side of the utility easement. With undergr.ound enclosed parking (approx. 25-30 cars� , site space for an additional 12-16 cars should be provided. Either the north or south site would be excellent for a senior project as they are both egually close to the downtown services - and still in a very residential area. The southern site is the lowest area in a three + block radius, so site drainage and fill will be a consideration. As with all sites, preliminary soil tests will be required before a final selection can be made. Of the two sites described, I prefer the northeast corner site with a developed front entry to the south and east (near the existing church) . Additional parking would be to the south. This puts the entry toward the downtown and in the sun. It was noted that the acquisition and relocation costs would appear to be higher for this north site and we should get an estimate on these before we make a final selection. The south site could be developed in a very similar way, with a primary entrance to the south and east and perhaps a secondary entrance from parking to the north. There are a few existing trees on the site and although many are elms in poor shape, consideration for any trees should be given a high priority. Existing large trees should be located on a survey when this is ordered. Page 2 The area surrounding these two sites is primarily residential with mostly wood exterior single family homes. The is sorne use of brick in the area, so consideration should be given to a combination of inetal siding and brick or perhaps all m�tal siding with small brick accents s?milar �o our West St. Paul p�oject. Unlike Hastings, which is in an area almost exclusively brick and with a developed historic theme, a wood clapboard appearing metal siding saould se�m more appropriate in this area of Rosemount. The idea is ta help make a �hree story structure more appropriately fit into � single family one and two story neighborhood. To that end, consideration should be given to 2imiting some portions of the structure to one and two story, as in West 5t. Paul. Also, the design should definitely incorporate a pitched roof with complimentary gables to fit in and to develop the residential character. Attached to this report are two conceptual schemes for the development of the north and south sites.
