As you are aware, the hearings before the condemnation commissioners had
been scheduled for June 8 and June 9 . The discovery of contamination on
the Monk property (and on Battaglia' s old site) forced the postponement to
June 28 and June 30. This was to allow us to determine the full cost of
testing and clean-up of the properties. Recently the Port Authority' s
appraiser, Cory Bultema, found he had a conflict with those dates and a
July date (s) is now probable. Mr. Monk is aware that a contamination issue
exists.
With regard to the demolition of the buildings, Valek was slowed because of
the rules regarding contaminated property. I gave authorization to AA
Environmental Contracting Inc. to work with Valek in the clean-up - - there
was a need to facilitate the clean-up or risk delay of armory/community
center construction. In visiting with Lindquist and Vennum, I am
comfortable that the Port Authority will not bear the full cost of the
clean-up. I should have considerable more detail for you at the June 15
meeting.
