Recommended Action: A MOTION to approve the site plan for the pipeline meter station
sub1ect to:
1) conformance with the aesthetic material standards for the electrical equipment substation
as specified in Section 7.2 A(4} of the Zoning Ordinance;
2) provision of either 21 shrubs for screening or 5 trees as the Planning Commission deems
appropriate and providing a security in the amount of $650. per Section 8.3G of the
Zoning Ordinance; and
3) confarmance with all applicable building and f�re codes.

Mr. Gary Schumann, Senior Project Manager for KOCH Refinin� Company is requestinb site
plan appraval for a pipeline meter station along Rich Valley Blvd., west of the refinery in the
General industrial District.
DISCUSSION
The pipeline meter station was previously lacated witlun the refinery complex. Problen�s
arose from the location of the meter station location and KOCH Refining Company decided to
relocate it autside in order to monitor the pipelines and the flow of product in a single location
that does not canflict with refinery operations, and to conform with pipeline regulations.
SITE CHARACTERISTICS
The 2.25 acre fenced enclosure is located north of the entrance to the County Road 71 parl:ing
lot, across from the entrance to the I,ance Johnson - Friedbes Landscapinb mining site. The
property is not being split off from the surrounding KOCH Refining Company property.
The site is generally level with no indigenous vegetatian.
The site will be enclosed alon; the perimeter with a six foot chain li.nk fence with a secured
gate set 20 feet inside the station. The entire station area will have a grave� surface.
BUILDING CONSIDERATIONS
Two buildings will occupy the site - the meter building an@ lab principal structure of 1296 sq.
ft. and an accessary structure of 274 sq. ft. housing an electrical equipment and sub station.

RE; Koch Pipelines, Inc. Pine Bend Station on R.ich Valley Blvd.
Dear Rick:
Koch Refining asks that the Rosemount Planning Commission review Koch Pipelines, Inc.
plans to install a pipeline metering station along Rich Valley Bivd. The metering station
will consist of a building enclosing the meters, an electrical control center, a sump, valves
and piping. The rneter station will be accessed from Rich Valley Blvd. (with a locked
gate) and will be completely surrounded by a six foot fence. There will be no substantial
grading performed and
the entire meter station area will have a gravel base sloped for proper draina,ge. Work is
projected to begin in June 1993 and be cornpleted by the end of summer. This metering
station is required to properly meter pipeline flow and for testing the gipeline in order to
rneet pipeline re�ulations.

Tom Swanson of the Dakota Cnunty Highway Department has been contacted about the
new access driveway off af Rich Va.Zley Blvd. and a applicatian for this access driveway
will be subrrutted to him shortiy.

letter.
