RECOMMENDED ACTION: Approve additional working hours for CSAH 42/TH 52
construction activities through the duration of the project, with proper property owner
notifications.
ISSUE:
Approve CSAH 42/TH 52 construction activities outside adopted construction hours of Monday thru
Friday, 7:00am to 10:00 pm; Saturday 7:00 am to 7:00 pm; and Sundays 9:00 am to 5:00 pm.
BACKGROUND:
Dakota County, MnDOT and Rosemount partnered on the design and construction of improvements to
the CSAH 42/TH 52 interchange. The improvements include replacing both TH 52 bridges over CSAH
42, reconstructing on and off-ramps, stormwater, widening CSAH 42 to 2-lanes in each direction and turn
lanes and installing new City watermain within the project limits. With the amount of work to be
performed, the compact location of the project and the desire to limit construction activities to one
construction season, a compact schedule was developed. With the compact schedule, the contractor
requested several nighttime closures to perform initial ramp construction activities to help ensure the
project remains on schedule.
Chapter 7 Section 9-7-2: Construction Hours of the City Code limits construction activities to Monday
thru Friday, 7:00am to 10:00 pm; Saturday 7:00 am to 7:00 pm; and Sundays 9:00 am to 5:00 pm. With the
compressed schedule, weekday and weekend (primarily Sunday nights to be ready for Monday activities)
are planned. The contractor provides several days of notification via information thru MnDOT and
Dakota County project webpages, along with direct contact with property owners and notification flyers.
The ramp construction is in preparation for a TH 52 mainline bypass when the bridges are closed and
under construction. The ramp closures are scheduled through April, with CSAH 42 scheduled to be closed
around the end of April through October. The contractor does not anticipate much night work once the
ramp construction is completed. However, if severe weather slows down construction activities, nighttime
closures could be needed to get the contractor back on schedule, if they are delayed. The contractor will be
required to provide advanced notification of nighttime work should any additional be required.
SUMMARY:
Staff recommends that the City Council approve additional working hours for CSAH 42/TH 52
construction activities through the duration of the project, with proper property owner notifications.
Attention:
TH 52 / CSAH 42 Interchange Construction crews will be
performing Night Time Operations between the hours of
8:00 p.m. and 7:00 a.m. on
April 9, April 10, April 11, April 12 and April 13, 2017.
Operations expected will include but are not limited to:
Excavating Equipment, Haul Truck Traffic, Concrete and
Pavement Saw-cutting and Strobe Light Vehicles
