In November, the members of the Port Authority discussed receipts from the
City's 1979 Tax Increment Finance District (TIF). There was general
agreement that the TIF receipts were not as large as the Commissioners
believed they should be. This was based in part on Dakota County
projections showing the District generating considerably more income for
the City than has been received.
The Commissioners were interested in having the Port Authority's financial
consultant review tax record with the County. In this regard, Steve Jilk
and I have asked Springsted to prepare a scope of services for the work
discussed by the board.
Presently Springsted is under going an internal reorganization. As a
result the "scope" is not presently completed. I've been assured a cost
estimate and scope of services will be ready for distribution at the
January 5th meeting by either Rusty Fifield or Dan o'Neill. If you're
comfortable with the scope, authorization could occur at the January 5,
1993 meeting; otherwise, action in February is possible.
