The City is in receipt of a petition for public improvements from
Rosemount Development Corp. for the installation of utilities and
streets within the West Ridge 4th Addition. This is a 100%
assessableproject.
Staff is asking council to receive the petition and order the
feasibility report. S.E.H. will be the consulting engineer to prepare
the report.
RECOMMENDED ACTION: Motion to adopt a resolution receiving petition and
ordering the feasibility report for West Ridge 4th Addition street and
utility improvements, City Project #223.

RE: West Ridge 4th Addition
The City has received a petition from Rosemount Development
Corporation to do the public improvements of street, utilities,
street lights and walkways for West Ridge 4th Addition.
The petition which is attached is asking for the City to order the
feasibility study for these improvements.
Since this project is 100% assessable to Rosemount Development
Corporation there is no financial risk to the City in ordering the
preparation of the feasibility report. Payment is guaranteed by
signature of the owner on the petition.
The attached map shows the location of the 4th Addition in
relationship to the other additions in West Ridge.
There are currently no issues from Staff on this proposal. I would
recommend approval of Rosemount Development Corporations request.

To the City Council of Rosemount, Minnesota:
We, the undersigned, being the owners of all the real property
legally described as follows:

hereby petition the city council to undertake without a public
hearing under Minnesota Statutes, Section 429.031, the following
improvements to such property and agree to pay for all costs for
the preparation of the feasibility report for these improvements
in the event the improvements are not ordered in:
Sanitary Sewer I,-- Walkways
Watermain V Streets
1/ Storm Sewer ✓ Curb & Gutter
Streetlights Other
and to pay the entire assessable costs thereof against our
property encompassing or abutting said improvements based on
benefits received without regard to cash valuation.

We also agree to guaranty payment for the preparation of plans
and specifications for the above petitioned improveme=nts in order
that the plans and specifications may be prepared simultaneously
with the feasibility report.

RESOLUTION 1991 -
A RESOLUTION RECEIVING PETITION AND ORDERING
THE FEASIBILITY REPORT FOR
WEST RIDGE 4TH ADDITION STREET AND UTILITY IMPROVEMENTS
CITY PROJECT # 223
WHEREAS, the City Council of the City of Rosemount has received a
petition from the developer and property owners of the proposed
West Ridge 4th Addition Street and Utility Improvements, City
Project #223.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Rosemount as follows:
(1) the aforesaid petition represents 100% of the owners of
the affected property;
(2) the property owner requests in the petition that the
improvements be constructed and that the entire cost for their
share less the City's share of the cost of the improvement be
assessed against the property;
(3) the aforesaid petition is approved and placed on file;
and
(4) the City's Consulting Engineer, S.E.H. is directed to
have the necessary feasibility report prepared for West Ridge
4th Addition Street and Utility Improvements, City Project
#223.
ADOPTED this 7th day of January, 1992.

Description of Plat:
That part of the Southwest Quarter of Section 31, Township 115, Range 19,
I Dakota County, Minnesota lying north of the plat of WEST RIDGE THIRD
ADDITION, according to the recorded plat thereof, and west, north, and
south of the following described line: Commencing at the northwest corner
of said Southwest Quarter; thence South 89 degrees 48 minutes 49 seconds
East (assumed bearing) along the north line thereof 747.96 feet to the
point of beginning of the line to be described; thence South 0 degrees
11 minutes 11 seconds West 140.00 feet; Thence South 89 degrees 48 minutes
49 seconds East 41.30 feet; thence South 0 degrees 48 minutes 49 seconds
West 390.00 feet; thence North 89 degrees 48 minutes 49 seconds West
23.90 feet; thence South 0 degrees 11 minutes 11 seconds West 135.09 feet
to the north line of said WEST RIDGE THIRD ADDITION and said line there
terminating.
