Municipal precinct boundaries have essentially been frozen since January 1, 1987. With the redistricting of the Minnesota Legislature, this freeze will end which will allow me to redraw some precinct boundaries. Although Rosemount will not be affected by legislative redistricting, I would like to add another precinct which will even out the number of voters in the existing four precincts and eliminate long lines at polls particularly during presidential elections. Listed are the number of registered voters for our four existing precincts Precinct 1: 892, Precinct 2: 896, Precinct 3: 1329, and Precinct 4: 2073. I am currently in the process of using 1990 census data to determine proposed precinct boundary lines for you to consider at a future meeting. The City Council must approve new precinct boundaries by May 5, 1992 so I will begin discussing precinct boundaries with you probably sometime in February or March. Business Records Corporation, the firm which supplies the election equipment to municipalities, has offered to sell the election equipment at 1991 prices if we commit to purchasing at this time. The cost for the Optech III tabulator, ballot box, memory pac and nylon carrying case is $6,550. If we do not order at this time, the cost for this same equipment will be $7,800. I have budgeted $9,000 in the 1992 CIP budget for an additional precinct. The balance after expending the $6,550 would be used to purchase voting booths, signs and general supplies needed to establish a polling place. A general guideline used for having a manageable polling place is 1,000 registered voters. As of November 6, 1991, we had 5,190 registered voters. I, therefore, do not hesitate in recommending the City Council purchase the requested election equipment even though Council has not approved the fifth precinct—in order to take advantage of this cost savings. RECOMMENDED ACTION: MOTION TO APPROVE THE PURCHASE OF THE OPTECH'III VOTE TABULATOR, MEMORY PAC, CARRYING CASE AND BALLOT BOX IN THE AMOUNT OF $6,550 FROM BUSINESS RECORDS CORP. WITH FUNDS TO BE EXPENDED FROM THE 1992 CIP. COUNCIL ACTION:
