It is appropriate at the first Council meeting in January for Council to
designate the City's official newspaper for publication of the City's
various legal notices.
It is my recommendation that we continue using the "Farmington Independent"
as the City's official newspaper.
Since the beginning of the "Rosemount Town Pages" in April, 1991, we have
utilized the "Farmington Independent". The process of legal notices being
published in the legal newspaper and then again in the "Rosemount Town
Pages" has worked very well because we meet the legal publication
requirements at a very reasonable rate and also keep residents informed.
You will find on Page 2, Item 5 of the contract between Heikkila
Publications, Inc. and the City, there is a $1.00 per column inch charge
for all legal notices in the "Farmington Independent". Although it is not
stated in the contract, the City's legals are published in the "Rosemount
Town Pages" at no charge to the City. Todd Heikkila has advised me this
$1.00 charge may increase if and when the contract is renewed, but the
maximum rate he would charge per column inch would be $4.25.
I have also attached for your review and consideration requests received
from Minnesota Sun Publications and Dakota County Tribune, Inc. that their
respective newspapers be considered as the City's official newspaper.
RECOMMENDED ACTION: MOTION TO DESIGNATE THE "FARMINGTON INDEPENDENT"
AS THE CITY OF ROSEMOUNT OFFICIAL NEWSPAPER.

AGREEMENT made this /ry day of March, 1991, by and between
the CITY OF ROSEMOUNT, a Minnesota municipal corporation ("City"),
and HEIKKILA PUBLICATIONS, INC., a Minnesota corporation
("Publisher").
1. Legal Notices. The Publisher shall publish all City legal
notices in the Farmington Independent Newspaper.
2. Newspaper office. The Publisher shall establish a
secondary office, as defined in Minn. Stat. 1990 § 331A.02, in the
City of Rosemount. The office shall be staffed with a reporter
between 9:00 a.m. and 5:00 p.m., Monday through Friday, excluding
public holidays. When the office is not staffed, calls shall be
automatically forwarded to the Publisher's main office.
3. Newspapers. The Publisher shall publish, print, and
distribute a weekly newspaper. The paper size, print type, and
layout shall generally be similar to the Farmington Independent.
The Publisher shall distribute the newspaper by mail or direct
delivery and without charge to all addresses in.the City of
Rosemount. Free copies of the newspaper shall also be made
available at retail outlets throughout the City of Rosemount. The
newspaper shall include, but not be limited to the following
content:
* minimum one-half page available for "Rosemount City
News" column, the content of which shall be furnished by
the City
* quarterly publication of park and recreation brochure
* quarterly publication of recycling promotions and
educational information
* publication of all City legal notices
* publication of all City Council and Planning Commission
agendas and minutes
* coverage of all City Council, Economic Development
Authority, and Planning Commission meetings
* coverage of school sporting events in the City of
Rosemount
4. Term. The term of this contract shall commence with the
first publication of the newspaper on April 19, 1991, and shall end
with the last publication on April 23, 1992.
S. Payment. The City shall pay the Publisher $1.00 per
column inch for all legal notices published in the Farmington
Independent. Payment shall be made within thirty (30) days of
receipt of an invoice from the Publisher. The City shall also pay
the Publisher $26,000 for writing, publishing, printing,
distributing, and the like, the newspaper described in paragraph 3
of this Agreement. The breakdown of the cost includes: $2,000
quarterly recycling promotion, $4,000%quarterly park and recreation
promotion, and $20,000 weekly newspaper and balance of services.
Payment shall be made as follows: $6,500.00 within ten (10) days
after this Agreement has been signed by both parties, $1,625.00 per
month thereafter for the term of this contract.

We would like to serve as the official newspaper for the City of
Rosemount.
As the leading publication in this area, we feel it's important to
provide our readers with the cities legal notices in addition to the
news stories, feature stories and photographs of local events that
we offer each week.
The Dakota County Tribune has been an official newspaper for many
years, so readers and businesspersons are well-acquainted with where
to find these important legal notices. We have also served as the
legal..newsp_aper fc, -i),c: -if Apple Valley, Burnsville, Eagan,
Lakeville and Savage as well as the local school districts. Because
we have been a legal newspaper for so many years, our staff is very
experienced in helping the cities place their legal notices properly.
As we have done in the past, legal notices and minutes would also be
reprinted free of charge in Rosemount and Apple Valley Thisweek
(15,104 copies distributed in Rosemount and Apple Valley), our total
circulation newspapers. It is important to note that only Thisweek
Newspapers are delivered by a professional delivery service in
weather protected tubes and bags.
