Attached please find a copy of the City's 1993 Funding Application to
Dakota County for Landfill Abatement Funding. This is an annual
application for funding which we have participated in since 1989.
The funding allocated to Rosemount is based upon $2.00 per household
from 1991 estimated households.
In 1993 Rosemount will receive $5,888. This money is intended to help
offset our dir t -costs related to recycling activities. Eligible
expenses include salary benefits and mileage while working directly on
planning, implementation and promoting recycling programs. Also, on -a
limited basis are subscription memberships and training.
The application has been forwarded to Dakota County for their review
but will not be acted upon until a signed resolution is sent to
accompany it. rhe action before you tonight is to adopt a resolution
authorizing the application.

LANDFILL ABATEMENT FUNDING APPLICATION
At the October 6, 1993 C uncil meeting you will be presented a copy of the City's application
for County funding for recycling activities also referred to as "landfill abatement".
In 1988 Dakota County Commissioners passed resolutions stating that they would establish
landfill ,abatement guidelinE s to reduce the amount of material being landfilled. They also
passed a resolution stating that the County's portion of funding of recycling implementation and
operating costs incurred bV cities and townships would be through a performance based funding
program.
When requesting funds we must demonstrate that our recycling program is consistent with the
Dakota County Solid Waste Master Plan and that we maintain a program as outlined in the
Dakota County Recycling I plementation Strategy.
For 1993 we must provide a recycling container to all single family dwellings and collect from
them on a bi-weekly basis as a minimum. We must also have recycling containers available to
all multi -family dwellings. Under both of these programs newspaper, magazines, cans, 3 colors
of glass, corrugated cardboard and plastic containers with a neck must be collected.
Commercial and Industrial collection is not mandated at this time.

In addition to the required ollection services local entities are also required to provide
informational and educational materials City wide no less than four (4) times during 1993. We,
are also required to go to the public schools four (4) times during 1993 to describe recycling
activities to the students.
The negotiated contract with Knutson provides opportunities for them to help us with the
outreach program. They will be conducting tours of their recycling facility for students and
possibly the general public during 1993.
The $5,888 which we are applying for in 1993 does not begin to cover all of our costs. As you
may recall from previous budget discussion, there is approximately $31,000 in the Council
budget (101 -41110-01-30 .4). for the Knutson contract. The money we will receive for 1992
($5,732) as well as any money received for 1993 will be deposited into the general revenue

The City of Rosemount will continue the level of waste abatement activities in 1993 as it
did in 1992. We are currently working with our contract hauler to identify areas of expansion.
The City has a 2 year contract with a single hauler to carry out the curbside collection
of recyclables and to operate the Central Drop -Off facility during 1993. Each single family
household has a.bin in which to place recyclables, while the multi -family homes use a mixture
of on-site containers as ell as small bins. The hauler collects weekly from both single
family homes and multi-farrily sites. The City's building permit division is working with all
multi -family developments to insure space for recyclable materials is provided.
Residents are encouraged to bring yard waste to one of the Dakota County Compost Sites.
Arrangements can also be made with their independent haulers to dispose of yard waste
separately, for a fee. The City of Rosemount is also working with the City of Lakeville to
provide a jointly sponsored yardwaste compost site.

school presentations and educational programs to be handled by them.

hauler(s) to promote and educate the business community about the benefits of the
material recovery facility now operating in Rosemount.
G. Describe your in—house recycling/procurement program.
The City of Rosemount has had separatecontainers in municipal buildings for the
separation and collection of high grade office paper, newspaper and pop cans since
May of 1988. Separate containers were also placed in public parks for trash and cans
in the spring of 1988. As of September 1989, household batteries are collected from
the City Hall as well as all municipal buildings. In addition, phone books were collected

Dakota County will distribute any approved -funding in two equal
payments, provided communities meet specified development
objectives. . Please provide a work plan for 1992 and highlighted
the objectives to be met by the following dates:

All recycling programs are in place and will be maintained throughout 1993.

Current programs will be maintained. Four school programs will be completed by
this date. At least one mailing will be sent to Rosemount residents. 100% of the
1993 abatement goal will be reached by this date.

RESOLUTION 1992 -
A RESOLUTION AUTHORIZING APPLICATION TO DAKOTA COUNTY FOR
FUNDING THE CITY OF ROSEMOUNT 1993 LANDFILL ABATEMENT PROGRAM
WHEREAS, according to the Dakota County Community Landfill Abatement Program
Guidelines as established in 1988 and amended in 1989, the City of Rosemount must
submit a funding allocation and funding application to receive funding for the City's
1993 Landfill Abatement Program; and
WHEREAS, the Ci of Rosemount established and desires to maintain a landfill
abatement program which promotes recycling opportunities in the community and
encourages landfillabatement; and
NOW, THEREFORE BE IT RESOLVED, the City Council for the City of Rosemount
approves the 1993 andfill Abatement Funding Application, authorizing the necessary
signatures thereon and its dstribution to Dakota County.
