Input from Counc'ilmemb re, residents, sportsmen, police records and examples of other community firearmsordinanceshave contributed to the recommended revised ordinance. The most significant change would be the western nine (9) square miles of Rosemount, which would be considered a Restricted Area (R). The remaining twenty-seven (27) square miles (with the exception of isolated (R) areas) would be considered nonrestricted (NR) These areas are shown on the hunting/shooting map. Generally speaking, shooting or hunting using a bow or firearm is prohibited in the Restricted (R) area unless specifically allowed .in sections 7-5-3. LANDOWNER: Any person, group, firm or corporation owning, leasing or legally controlling any lands within the territorial limits of the City. PROJECTILE. Any object intended and capable of being discharged from a bow or firearm. SHOOT-ING: The firing or discharge of any bow or firearm. SUITABLE Any natural or manmade barrier of sufficient mass, BACKSTOP: size, or construction to wholly contain the projectile being discharged from a bow or firearm. WRITTEN PERMISSION: A written document containiny the following in ormation: The full name, address, date of birth and s .gnature of the person authorized to hunt or shoot; the full name;, address, and signature of the landowner providing the written permission. 7-5-2: DESIGNATED AREAS: For purposes of regulating the use of bows and firearms within the City, all area within the corporate city Limits is divided into certain restricted (R) and nojim-e:stricted (NR) arc,, -as. A. Unless it is encased or dismantled, the carrying of a bow or firearm in a motor vehicle, in a place or area open to the public or in any private place or area, unless the private place or area is owned by the person carrying the bow or firearm, or with Lhe owner's permission, is prohibited. C. Tae shooting of or hunting using a bow or firearm is prohibited. XIV. 11 CITY OF ROSEMOUNT DA TA COUNTY, MINNESOTA An Ordi ance Amending Title 7, Chapter 5 Pertaining to Bows and Firearms The City Council of the City of Rosemount, Minnesota, ordains as follows: SECTION 1: Title 7, Chapter 5 of the Rosemount City Code is hereby amended in its entirety to read as follows: FIREARM: A device Chapter No. 5 of an Bows and Firearms SECTIONS: LANDOWNER: 7-5-1: DEFINITIONS legally 7-5-2: DESIGNATED REAS 7-2-3: PERMITTED USES OF BOWS AND FIREARMS 7-5-4: ADDITIONAL PERMITTED USES OF FIREARMS IN AREA NR 7-5-5: BOW AND FIREARM PROHIBITIONS 7-5-1: DEFINITIONS: BOW: Any device capable of propelling an arrow or similar projectile for a dista ce greater than 50 feet. By any person hunting or target practicing with a bow at least 200 feet (2001) from all buildings, unless the buildings are owned by him or her and unless he or she has the owner's written permission carried or his or her person. Bow and arrow target practice may also take place within the confines of a building if a suitable backstop is used. E. By a perso participating in a special hunting season, which season may not conflict with state law or regulations, established by the City Council upon the recommendation of the Chief of Police for the purpose of wildlife management. The seasons shall be established by the City Council when, based upon competent professional advice (such as a conservation officer), a season is needed to reduce an animal vo ulation. By a y person hunting provided that the projectiles do not leav the property on which the hunting is occurring and provided further that the shooting occurs at least five hundred feet (5001) from all buildings unless owned by the hunter or with the owner's written permission carried on the hunter's person. 7-5-5: BOW AND FIREARM PROHIBITIONS: Except as specifically allowed in Section 7-5-3 and 7-5-4: A. Unless it is encased or dismantled, the carrying of a bow or fire rm in a motor vehicle, in a place or area open to the publc or in any private place or area, unless the private plac or area is owned by the person carrying the bow or fire rm, or with the owner's permission, is prohibited. B. The shooting of or hunting using a bow or firearm is prohibited. C. Carrying or shooting a bow or firearm by any person under the age elf fourteen (14) is prohibited except when accompanied by a parent, adult guardian or certified safety training instructor.
