The current developeme t of homes in almost all areas of western Rosemount
has initiated a shared concern regarding our outdated firearms ordinance.
Input from Counc'ilmemb re, residents, sportsmen, police records and
examples of other community firearmsordinanceshave contributed to the
recommended revised ordinance.
The most significant change would be the western nine (9) square miles of
Rosemount, which would be considered a Restricted Area (R).
The remaining twenty-seven (27) square miles (with the exception of
isolated (R) areas) would be considered nonrestricted (NR) These areas
are shown on the hunting/shooting map.
Generally speaking, shooting or hunting using a bow or firearm is
prohibited in the Restricted (R) area unless specifically allowed .in
sections 7-5-3.

firing
or discharge of any bow or firearm.
SUITABLE
Any
natural
or manmade barrier of sufficient mass,

or
construction to wholly contain the
projectile
being discharged from a bow or firearm.
WRITTEN
PERMISSION:
A written document containiny the following
in ormation: The full name, address, date of birth
and s .gnature of the person authorized to hunt or
shoot; the full name;, address, and signature of the
landowner providing the written permission.
7-5-2: DESIGNATED AREAS: For purposes of regulating the use of
bows and firearms within the City, all area within the
corporate city Limits is divided into certain restricted
(R) and nojim-e:stricted (NR) arc,, -as. The area designated
restricted (R) shall be all portions of the City of
Rosemount west. of Bacardi Avenue to County 38 and south
on Biscayne to the ci Ly .1 i emits and any area within the
corporate city limits zoned residential or rural
residential. ''he area de5.iynated nonrestricted (NH)
shall be all area within the corporate city limits except
that, designated restricted (1t) .
7--5--3: PERMITTED USES Or BOWS AND FIREARMS: In areas R and NR:
The shooting or carrying of bows and firearms which are
not encased or dismantled is permitted under the
following circumstances in Lhe designated areas R and NR
unless otherwise. prohibited by State or r'ederal law.
A. By law enforcement officers in the line of duty or
military personnel in the line of duty.
B. By any person to resist or prevent an offense which
that person reasonab3y believes exposes him or her
or another person to great bodily harm or death.
C. By any person on a rifle, trap, archery or target
range established in accordance with the City's
zoning ordinance, or as part_ of a City sponsored or
authorized activity.
t7. By any person hunting or target practicing with a
bow a lust 200 feet (2001 ) from all buildings,
unless the but l.dings are owned by him or her and
unless he or she has the owner's written. permission
carried on hit5 or her person. Bow and arrow target,
practice may also tak<, place within the confines of
a building if a suitable backstop is used.
E. By a person participating in a special hunting
season, which season may not conflict with State
law or regulations, established by the City Council
upon the rec6mmendation of the Chief of Police for
the purpose_ of wildlife management. The seasons
shall be established by the City Council where,
based upon competent prvfet;sional advice (such as a
conser.vaLion officer), a season is needed to reduce
an animal population.

7-5-5 BOW AID FIREARM PROHIBITIONS: Except as specifically
allowed in Sections 7-5-3 and 7-5-4:
A. Unless it is encased or dismantled, the carrying of
a bow or firearm in a motor vehicle, in a place or
area open to the public or in any private place or
area, unless the private place or area is owned by
the person carrying the bow or firearm, or with Lhe
owner's permission, is prohibited.
C.
Tae shooting of or hunting using a bow or firearm
is prohibited.
Carrying or shooting a bow or firearm by any pej-soi't
u der the age of fourteen (14) is prohibited except
ween accompanied by a parent, adult guardian or
c.rti.f.ied safety training instructor.

An Ordi ance Amending Title 7, Chapter 5
Pertaining to Bows and Firearms
The City Council of the City
of Rosemount, Minnesota, ordains as follows:
SECTION 1:
Title 7, Chapter
5 of the Rosemount City Code is hereby amended in its
entirety to
read as follows:

BOW:
Any device
capable of propelling an arrow or similar projectile for
a dista
ce greater than 50 feet.

firearm or bow which is dismantled in such a manner so

city limits and any area within the corporate city limits zoned
residential or r ral residential. The area designated nonrestricted (NR)
shall be all are within the corporate city limits except that designated
restricted (R).
7-5-3: PERMITTED USES OF BOWS AND FIREARMS: in areas R and NR: The
shooting or carrying of bows and firearms which are not encased or
dismantled is permitted under the following circumstances in the
designated areas R and NR unless otherwise prohibited by State or Federal
law.
A. By law a forcement officers in the line of duty or military
personnel in the line of duty.
B. By any person to resist or prevent an offense which that person
reasonably believes exposes him or her or another person to great
bodily harm or death.
C. By any person on a rifle, trap, archery or target range established
in accorda ce with the City's zoning ordinance or as part of a City
sponsored or authorized activity.
D. By any person hunting or target practicing with a bow at least 200
feet (2001) from all buildings, unless the buildings are owned by
him or her and unless he or she has the owner's written permission
carried or his or her person. Bow and arrow target practice may
also take place within the confines of a building if a suitable
backstop is used.
E. By a perso participating in a special hunting season, which season
may not conflict with state law or regulations, established by the
City Council upon the recommendation of the Chief of Police for the
purpose of wildlife management. The seasons shall be established by
the City Council when, based upon competent professional advice
(such as a conservation officer), a season is needed to reduce an
animal vo ulation.

7-5-3 and 7-5-4:

instructor.
SECTION 11: This Ordinance shall be effective immediately upon its passage and
publication.
