Public Hearing: City Project #206, 145th Street Reconstruction from Shannon Parkway to Diamond Path - 52 foot RoadwayMEMO TO: MAYOR McMENOMY COUNCIL MEMBERS: KLASSEN STAATS WILLCOX WIPPERMANN FROM: BUD OSMUNDSON, CITY ENGINEER DATE: MAY 1, 1992 RE: 145TH STREET WEST - DESIGN WIDTH AND NUMBER OF LANES The design of Municipal State Aid Streets is regulated by the MNDOT Chapter 8820 "State Aid Operations" manual. One of the attached sheets has excerpts from the manual pertaining to roadway classifications based on "projected" average daily traffic (ADT) and the corresponding street widths. As the tables show, the City is given great latitude for street width design for a streets such as 145th Street. This allows a City to plan/design their street system to fit their local situations. The 20 year projected ADT for 145th Street is anywhere from 9,000 to 14,000, placing it in the high density collector or low density arterial range. The bottom table shows that the street width could be anywhere from 28' wide to 68' wide. The 4 -lane collector category is identical to the 4 -lane arterials and the proposed 40' wide street does fit either 2 -lane category. The design can be classified in either category, with no significant difference. The design segment of 145th Street West has a 1992 raw ADT of 7,950 vehicles per day. The 1989 ADT was approximately 5,950 and the 1991 ADT was 6,460 which were official counts per the State Aid Office. Below we will try to describe the design criteria used for the 40' wide design since there seems to be some confusion over how it was arrived at. We will also refer Council to the OSM memo for further clarifications. The OSM memo does state that the present roadway works well and that the future design width could go either to a 2 -lane width with turn lanes at intersections or to a 4 -lane throughout. Memo -145th Street West Design Width Page 2 The 40 Ft. wide design was based on the premises we have talked about previously and which are listed below: * The "T" intersection with Diamond Path changes traffic patterns. * The 4 -way stop at Shannon Parkway changes traffic patterns * Parking allowed on the north side Eight existing homes, future 15-16, which may back out onto street * The 40' section east of Chippendale which in all likelihood will remain that width due to R.Q.W. constraints. * Future completion of Connemara Trail Possible future entrance from Connemara Trail to High School and closure of Chili access to High School * Input from citizens at neighborhood meeting This information was used to determine a projection factor for 145th Street equal to 1.6. Using this projection factor and the "current" ADT at the time of design determines a projected ADT of approximately 9,600. INTRODUCTION The City of Rosemount is in the planning stages of improving 145th Street between CSAR 33 and STH 3. Concerns have been raised on what cross section should be provided for the most efficient movement of traffic through the corridor. Orr-Schelen-Mayeron & Associates, Inc. (OSM) was requested to provide a preliminary traffic analysis of the existing and proposed traffic conditions in the area. The purpose of this memorandum is to document the findings of the preliminary traffic analysis. H. EXECUTIVE SUMMARY The reconstruction of 145th Street to a two lane or four section is a issue the City Council has been addressing over the past few weeks. In order to determine exactly what improvements are necessary the City requested OSM to conduct a preliminary traffic analysis. The analysis, which looks at traffic volumes (peak hour and average daily traffic) and traffic patterns along the corridor, yielded the following conclusions: 1. The existing facility operates at a satisfactory level of service as a two lane roadway with the current traffic volumes. 2. The future (20 year) analysis indicated that the facility would operate at an unacceptable condition. This analysis is dependent on assumptions made based on limited, available data. 3. To evaluate the "true" impact of the future traffic on this and other city facilities, a detailed city transportation plan is needed. 4. Based on our preliminary analysis, a four lane roadway is recommended to accommodate future travel needs for the city of Rosemount. See the Mr. Bud Osmundson April 16, 1992 Page 2 alternatives offered as solutions in the body of this memo for further information. M. DATA COLLECTION Existing traffic volume data was collected from the City of Rosemount, Dakota County Highway Department and Mn/DOT. The data was in most cases, in the form of 48 hour, two-way counts. Some directional and turning movements counts were also collected. This data is illustrated in Figures 1 and 2. To supplement this data a video tape license plate study was undertaken. Cameras were set up on 145th Street at CSAH 33 and STH 3. License plates were recorded at each location and then sorted to find matches. This information was used to determine the number of vehicles traveling on 145th Street with origins or destinations between CSAH 33 (Diamond Path) and STH 3. IV. PRELIMINARY TRAFFIC ANALYSIS A capacity and level of service analysis was performed using the Transportation Research Board (TRB) 1985 Highway Capacity Manual and Highway Capacity Software (HCS) version 1.5 ±. Two sections of 145th street were analyzed. CSAH 33 to Shannon Parkway; and Chili Avenue to STH 3. These sections represent the worst case traffic volumes within the corridor. Each section was analyzed for existing (1992) and projected (2012) a.m. and p.m peak hour volumes, assuming a two lane facility. Each section was also analyzed for projected (2012) p.m. peak hour traffic (worst case) with a four lane section. The projected 2012 volumes were based on multiplying the existing volumes by a 2.1 growth factor for a 20 year period. The 2.1 growth factor is an established factor for the Dakota County Area. The results of the capacity and level of service analysis are shown in the table 1. The capacity analysis work sheets can be found in the attached Appendix. The level of service is measured on a scale from A to F, with A representing the best or free flow operations and F representing forced traffic movements or failure. PEAK - 4 LANES * * V/C = Traffic volume to road capacity ratio * LOS Level of Service The results of the capacity analysis indicate that the existing two lane facility operates at satisfactory levels of service (i.e., C or better). However, by the year 2012, should the current projections be realized, the facility would require improvement. It should be noted that these are border line conditions. That is, if the projections are high it would appear no improvements (Le, roadway widening) would be required, however, if the projections are low the improvements may be required sooner. The video tape license plate survey concluded that, the majority (90 - 95%) of the traffic on 145th Street have origins or destinations within the area. This indicates that traffic patterns are unlikely to change as a result other roadway/corridor improvements. Mr. Bud Osmundson April 16, 1992 Page 4 V. ALTERNATIVES Based on the results of the capacity and level service analysis, the video tape study and visual observations of the corridor, it can be concluded that no capacity improvements are required to address today's traffic needs. However, the future 2012 operations of the facility are unclear. With this in mind a variety of alternative solutions were considered. Alternative 1• Construct turn lanes at critical intersections maintaining one through lane in each direction (a two lane roadway). Alternative 2• Construct a three lane section with one lane in each direction and a continuous left turn lane. Alternative 3• Construct a four lane section and provide striping for two lanes which would providing parking on both sides of the roadway. Parking could be eliminated if the need for four lanes is realized in the future. Alternative 4: Construct four lanes now providing capacity for future needs. VI. CONCLUSION The results of the Preliminary Traffic Analysis identifies the need for a city wide transportation plana A transportation plan would provide a solid basis for determining what transportation improvements are truly required on the 145th Street corridor as well as other city roadways. The plan would look at the City's transportation system in conjunction with Mn/DOT, Dakota County and Metropolitan Councils plans. It would analyze future land use plans and population projections which would provide the basis for proposed future traffic patterns. Roadways are generally designed for a level of service C for a twenty year period. However, practical experience has shown that when roadways are generally reconstructed in a 50 - 60 year time period. Our analysis indicated that the reconstruction to a two lane facility may operate sufficiently (average to poor) for the majority of the twenty year period. However, since this investment is realistically for a longer time period than twenty years, we recommend that serious consideration be given to alternative 3 and 4. She came to this conclusion after reviewing her notes and listening to the recording of the 145th Street Public Hearing held on April 16th. Since the advertisement for bids has been placed in the paper, I recommend that this oversight be the first action Council takes after the public hearing is closed. This action needs to be done whether or not Council decides to construct a 40 foot road or a 52 foot road because if the Council chooses to approve the plans and specifications for a 52 foot road, the additional engineering information would be an addendum to the 40 foot road plans and specifications. I have listed below the appropriated motions for actions you may want to consider following the public hearing: First Motion: MOTION TO ADOPT A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR 145TH STREET RECONSTRUCTION BETWEEN SHANNON PARKWAY AND DIAMOND PATH, CITY PROJECT #206, M.S.A.P. 208-103-06. (This requires a four-fifths vote) If Council wants to present a motion to amend the project to construct a 52 foot wide road rather than a 40 foot, the next motion would be: MOTION TO ADOPT A RESOLUTION APPROVING ADDENDUM NO. 1 TO THE PLANS AND SPECIFICATIONS FOR 145TH STREET RECONSTRUCTION BETWEEN SHANNON PARKWAY AND DIAMOND PATH, CITY PROJECT 206, M.S.A.P. 208-103-06. IfCouncildecides to approve the 52 ft. wide street, Staff recommends that a resolution be adopted stating that the plans and specifications for City Project No. 206 be "addended" to provide for the design specified.
