Attached is a narrative with sketches of a small scale beautification
project proposed by Dakota Central Inc. and the Rosemount Mall. In
addition the project would:
1. Create additional parking
2. Provide walking across to the mall from Loch Pharmacy
3. Provide for access to the lower level of the Rosemount Mall,
permitting the land to be leased
Steve Jilk has suggested that a good part of the improvements could be
assessed to the property owner. I believe they are willing to accept the
assessments.
If the concept is acceptable to the board we can begin preparation of
plans, specifications and documents necessary for a land trade
RECOMMENDED ACTION:

It seems that several objectives can be accomplished by an exchange of
land and improvement thereof; several blighted areas can be attractive,
there would be more useable parking; a handicapped entrance could be
provided for the Mall; the Mall could be perceived, by use of
advertising and beautification of its north wall, as a more desirable
retail space; and an attractive downtown "theme" could have a
substantial beginning.
The southerly 25 feet of Dakota Central's parking lot would become a
part of the new northerly entrance to the Rosemount Mall and, in
exchange, Dakota Central would receive the remaining land in Lot 36 as
parking lot.
A good deal of thought has gone into the attached rough drawings. The
exchange of land and improvements depicted have been substantially
agreed to between the parties presently involved. We ask that you review
Exhibit A and then try to envision the continuation and increasing scope
to the downtown streetscapting theme begun several years ago. We suggest
dark green building trim, awnings and accessories and use of green
wrought iron (as presently used) for decorative street lights and
wrought iron fencing.
A walkway at or near the dividing line for lots 34 and 35 would provide
an attractive, safe path from the businesses on the north and east sides
of the Mall to the Mall (for shopping, lunch, etc.). The improved
walkways, lighting and fencing would initiate an enhanced downtown theme
and hopefully eventually would be used throughout the business district.
Since the north end of the Mall will be a handicapped, ramped entrance
and could conceivably also be used as a "courtyard" or "sidewalk
restaurant area", we request a wrought iron fence at least 5 feet high,
with shrubbery on the south side of the fence. This will provide safety
to those on the Mall side and a barrier to the parking spaces on the
north side.
The Rosemount Mall is using dark green as its accent color on the
exterior of the building, along with dark green awnings and banners.
Loch Pharmacy and Shenanigans already incorporate this color in their
buildings. Dakota Could would paint its trim in green also. It is hoped
that businesses would begin to incorporate green accents, Rosemount
banners, and green wrought iron fencing and street lights into their
store fronts.
