The Armory site is designated Public & Institutional in the 166mprehensive
Guide Plan and ,is zoned Public (PUB) The site, however, is not within the
Metropolitan Urban Service Area (MUSA) In order to extend urban services
(water, storm and sanitary sewer) it is necessary to bring this area into
the MUSA. This is considered a minor amendment under the Metropolitan
Council's guidelines. The Metropolitan Council review is concerned with
the facility's metropolitan systems impacts. In this case, we presume that
they will be most concerned with the impact on sanitary sewers and
transportation. The attached application and information supplement
addresses these issues.
On Tuesday, July 28, 1992 the Planning Commission reviewed this MinorGuide
Plan Amendment and recommended approval to the City Council
In twootherrelated actions, the Planning Commission approved a variance
from the parking standards and approved the site plan. Both of these
actions do not require City Council approval. The parking variance was
necessary because the Armory/Community Center site could not accommodate
the amount of parking that would have been required by the Zoning
Ordinance. In granting this variance the Planning Commission acknowledged
that the multi -use nature of this facility did not lend itself to parking
requirements. In this instance, they felt that the shared parking concept
was acceptable and the frequency of maximum parking need would be limited
to a few times a year. If the Armory facility coordinator employed a
contingency parking plan overflow situations could be dealt with by using
other city -owned parking facilities.
The site plan was approved subject to: 1) approval of the Comprehensive
Guide Plan Amendment;,2) obtaining necessary access and drainage permits
from MnDOT to STH 3; 3) storm water runoff and retention plan approved by
the City Engineer; 4);a variance granted for Zoning Ordinance parking
standards; and 5) prior to issuance of a'Building Permit,a revised site
plan, conforming to all setback requirements and a revised landscape plan
must be submitted to the Planning Department for approval.

GUIDE PLAN OF THE CITY OF ROSEMOUNT TO INCLUDE THE
12 -ACRE NATIONAL GUARD ARMORY / COMMUNITY CENTER SITE
WITHIN THE METROPOLITAN URBAN SERVICE AREA (MUSA) BOUNDARY
WHEREAS, the City of Rosemount has entered into an agreement
with the National Guard to develop a facility that combines an
armory and community center; and
WHEREAS, urban services must be provided to the Armory/Community
Center as part of the development of the facility; and
WHEREAS, the Planning Commission of the City of Rosemount
considered the proposed MUSA boundary addition at a regularly
scheduled meeting on the 28th of July, 1992 and recommended
approval of the amendment to the City Council; and
WHEREAS, the City Council scheduled a Public Hearing, according
to law, to consider the plan amendment and the hearing was held
on the 4th of August, 1992
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Rosemount forwards Comprehensive Guide Plan Amendment No. 23 to
the Metropolitan Council for their review of this amendment to
the 1980 Rosemount Comprehensive Guide Plan MUSA boundary; and
BE IT FINALLY RESOLVED, the City Council of the City of
Rosemount approves Comprehensive Guide Plan Amendment No. 23 as
an amendment to the Rosemount Comprehensive Guide Plan
contingent on upon the Metropolitan Council action.

A traffic generation analysis was conducted for the proposed Armory/Civic Center. Four generation
periods were looked at:
1, weekday average daily traffic (ADT)
2. weekday peak hour
3, weekend peak hour
4. special event peak hour
The traffic generation rates were based on the Institute of Transportation Engineers (ITE) Traffic
Generation Manual, as well as data provided by the developer.
The followin assumptions were made, to assure a worse case analysis, in calculating the anticipated

traffic generation:
All activities (i.e., Armory event, Ice Arena event, banquet\Auditorium event) would occur
at the same time.
Vehicle occupancy of 3.0 persons per car for events.
All events and services would generate at their maximum level.
For the weekend and special event peak hour traffic, all vehicles would arrive during the same
hour.
Table 1 illustrates the traffic generation for the proposed development.

As a result of the traffic generations discussed above, potential impacts to the existing roadway system
in the area would occur. The following is a list of potential impacts:
• Traffic delays on State Trunk Highway 3 (S.T.H. 3) due to right and left turning vehicles into
the proposed site.
• Safety concerns associated with stopping traffic and the change of speed in this area.
The type on conflicts mentioned above currently exist on S.T.H. 3 for the access of Dodd Road and
the Rosemount High School driveway.
III. RECOMMENDED IMPROVEMENTS
Based on the potential impacts discussed above and discussions with the Minnesota Department of
Transportation (Mn/DOT) two alternatives were developed and are being evaluated. These
improvements will improve the operation and safety of S.T.H. 3, and address the traffic impacts
mentioned earlier.
1. A continuous by-pass lane from the existing School Drive through the proposed site accesses
including Dodd Road.
Z. A continuous center left turn lane from the existing School Drive past Dodd Road.
Both alternatives discussed above would include right turn lanes at the Armory
Site driveways_
One of the alternatives discussed above will be implemented, They are both currently being studied.
The City of Rosemount is currently evaluating the operational characteristics, as well as the financial
feasibility including the possibility of a cooperative agreement between Mn/DOT and the City.

Per your request the following is an estimation of SAC charges
that will be assessed on the above referenced projects. The
estimation is based on plan review of documents dated April 10,
i992, dild from information from the project Architect, Steve
Belmont of Arthur Dickey Architects, Inc. This estimate breaks

NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a public
hearing nn Tuesday, August 4, 1992 in the Council Chambers of the City Hall, 2875 145th
Street West, beginning at 8:00 p.m. or as soon thereafter as possible.
The purpose of this hearing is to receive comments on a proposed amendment to the
Rosemount Comprehensive Guide Plan which would include the Rosemount Armory site
within the City's Metropolitan Urban Service Area (MUSA). The Public Hearing pertains to
property located west of State Trunk Highway 3 (South Robert Trail) at Dodd Boulevard,
legally described as P.I.D. No. 34-02010-013-55. .

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City
Council of the City of Rosemount will hold
a pOblic hearing on Tuesday, August 4, 1992
in the Council Chambers of the City Hall,
2875 145th Street West, beginning at 8:00
p.m. or as soon thereafter as possible.,
The purpose of this hearing is to receive
comments on a proposed amendment to the
Rosemount Comprehensive Guide. Plan
which would include the Rosemount
Armory site within the City's Metropolitan
Urban Service Area (MUSA). The Public
Hearing pertains to property located west of
State Trunk Highway 3 (South RobeR Trail)
at Dodd Boulevard, legally described as
P.I.D. No. 34-02010-013-55.
Persons wishing to speak on tfiis issue are
invited to attend this meeting on Tuesday,
August 4, 1992 at 8:00 p.m
