Council action some time ago approved specs and author' d the
advertising for bids for a park shelter in Jaycee Park- At that time
the architects estimated the basic shelter to cost approximately
90,000.
Bid opening was held on Tuesday morning, July 28, 1992 in the Council
chambers. We did receive six bids for the project. All of the bids were
higher than the estimates from the architects. We believe that there
were several identifiable factors that caused this to happen.
1 A concrete slab of 12' in width around the shelter was not
'identified specifically when our estimates were made. The cost of
that slab is $ 18,000. The funding for this will come from the
landscape portion, of this project, CIP # 531.
2. The water fountain outside of the shelter at a cost of
approximately $ 2,000 was not identified. This cost will be picked
up by a donation for fountains from the Jaycee organization.
3. The rest room facility requirements for handicapped citizens had
greater requirements added to it. The architectsestimate that
some $ 5,000 in additional costs were added because of this item.
-4. Items such as exit lights etc. were added after review by our
building inspector.
Mr. Neil Weber ofSchwarzWeber Architects will be at our meeting to
discuss the bids received and other factors that ;are involved such as
timing of construction etc.:
Our staff recommendation at this time is to accept the bids and to
award the contract. Items such as the cement slab, the water fountain,,
etc that were not a part of the original building concept would be
paid for out accounts as identified above.
RECOMMENDED ACTION:
Council motion is to accept the bids and to, award the contract to the
C.O. Field Company for the amount of $ 127,750.00. Funding to come from
CIP Account # 521 for $90,000, $ 18,000 from CIP # 531, the fountain
from Jaycee donations & the remaining -amount -from Park Dedication.'

RE: Jaycee Park Shelter & Landscape Costs
Included with this memo is a copy of the bid results for the
construction of the Jaycee Park shelter. The low bidder was C. 0. Field
Company for a bid price of $ 127,7SO.00.
The architect's estimate for the cost of this shelter was based upon
the basic building. He had put a cost of $ 90,000 on this project. This
estimate was based upon common construction costs and previous bids
from shelters in Eagan and other cities that this firm had designed.
Because of the market for housing start ups and other construction the
costs for the sub contractors work appears to have gone up in price.
This was the feeling of the architect. That feeling was based upon the
evaluation of the bids through contacts with the bidders.
This seemed to be especially true in the cost of the electrical sub
contractor prices. One of the bidders backed out from the process due
to the fact that he could not get an electrical contractor to even give
a subcontract bid for that work.
In was my park design to have a slab constructed around the shelter.
Because of the large amount of pedestrian use on the east side with the
play equipment, on the south from the picnic site, on the west from the
baseball field, and on the north from the walking traffic this slab is
required. This slab will also serve as an area where handicapped can
conveniently watch the activities and to use the shelter area.
The cost of the slab is to come from the CIP account # 531 for
landscape and general park improvements. The estimated cost of that
item was approximately $ 16,000. The architect has put the cost factor
of the present bid at approximately $ 18,000. This amount should not be
a reflection on the shelter bid.

Cathy Busho has been rounding up donations to provide water fountains
in the park system. The Jaycee organization has volunteered to provide
the fountain for the outside of this shelter. That amount of
approximately $ 2,000 is not a part of the city costs since the Jaycees
will be picking up that amount.
From the time that this project was under way the ADA standards for
restroom facilities for the handicapped were changed. The architect's
estimate for this increase in restroom size etc. is approximately
$ 5,000.
There were other features such as amber exit lights and fixtures, vent
fans for the janitor's room, etc. that were also added when the
building inspector gave input to the project.
In summary I do recommend to accept the bids and to move ahead with the
awarding of the contract to the low bidder. This is supported by the
architects.
The consultant feels that the bid climate will not improve from this
period into a later fall or early spring bid climate. He feels that the
bids were based upon the present market and do reflect bids that should
be accepted.
He is presently doing an evaluation and obtaining references of the
shelter work that this company has done in the past.

to discuss this project in greater detail with you and to answer any
further questions you may have.
