.STORM UTILITY CALLS
The first Storm Water Utility bills were mailed out around July 1, 1992 for the
second quarter of April, May and June.
There was a total of 3,686 billings mailed out with 1,277 of them for storm
customers only (ie. Rural Residential, Agricultural, etc.).
Boyd Bailey and I have been taking and returning phone calls to answer questions
and make necessary corrections to the billings. To date, we have received 177
phone calls, with an occasional person calling back a second or third time.
Some of the calls were made only for the caller to express his or her dissatisfaction
with the City creating a new tax. Most of the calls however did have a reason for
calling with questions about their bills.
The largest number of calls came from Agricultural and Rural Residential areas of
town.
As a result of the calls, we have made approximately 100 adjustments to the
billings.
One company has decided to appeal their charges based upon their required
N.P.D.E.S. permit. That company, Continental Nitrogen, has not formally filed their
letter of appeal yet. Their site will be evaluated upon receipt of their appeal letter.
I have received several other letters of protest that I have on file, but in all of those
cases, checks for full payment were included. I will provide you with copies upon
request.
I would say that overall we have had good success in the implementation of this
policy. The calls received are a relatively low percentage of total bills mailed. I will
answer any questions you have on this matter.
