The purpose of this item is to discuss the form of the ballot question for
the upcoming referendum on November 3rd for the construction of a fire
station and the purchase of fire apparatus. Please see the attached memo
for further information.

In preparation for the referendum in November city staff, the
consulting architect and the appointed citizens committee are now
preparing cost estimates for several items to be included in the
"project". These include:
1) the construction of a new fire station;
2) the remodeling of the current station for use as a Public
Works facility;
3) the remodeling, if warranted, of the current Public Works
garage;
4) purchase of the land for the new station; and
5) purchase of a new aerial truck for the Fire Department.
Items 1 and 5 are the most significant in cost. These two items
alone are estimated at between $2 and $2.5 mil -lion dollars. Note
that these estimates are not firm and won't be until early
September but should be in that range. The need for both of
these items is significant but the approval of either is not
absolutely contingent upon the other.
In consideration of the preparation of information to the general
public in this matter I wish to have discussion as to your
feelings on whether you feel it appropriate to combine the
question on approval for these items in one or to separate them
as we did in the Armory / Community Center question.

As cost estimates are available we can provide those to you and
provide calculations as to the effect of each of these items on
property tax payments by property owners as we have in previous
levy questions.
Since we must determine the form of the ballot question and the
specific dollar amounts to assign to those questions by no later
than September 15 it is vital that we gain consensus on this
issue.
