At the June 16, 1992 regular Council meeting Council received a
petition and ordered a feasibility study for Shannon Hills 4th
Addition Street & Utility Improvements, City Project #234.
OSM Consulting Engineer firm has supplied the City with the necessary
feasibility report. The project is feasible.
Brian Bourassa' will -present and 'explain the feasibility report.
Upon acceptance of the feasibility report, Stuff recommends setting a
public hearing for the project for July 21, 1992 starting at 8:00 p.m.
or as soon thereafter as possible.

CITY PROJECT #234
WHEREAS, the City Council deemed it necessary and expedient that
the City of Rosemount, Minnesota, construct certain improvements,
to -wit: City Project #234, Shannon Hills 4th Addition Street &
Utility Improvements, in the City as described in and in accordance
with the feasibility report prepared by Orr-Schelen-Mayeron &
Associates, Inc., Consulting Engineers; and
WHEREAS, the City Council has been advised by the Consulting
Engineers that said utility and street improvements, City Project
#234, is feasible, and should best be made as proposed, and the
Consulting Engineers' report to this effect has heretofore been
received by Council, and filed with the City Clerk on July 7, 1992;
and
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Rosemount accepts the feasibility report for City Project #234 and
places it on file.

A RESOLUTION CALLING FOR A PUBLIC HEARING
SHANNON HILLS 4TH ADDITION STREET & UTILITY IMPROVEMENTS
CITY PROJECT #234
WHEREAS, the City Council received the feasibility report and found the project feasible
for Shannon Hills 4th Addition Street & Utility Improvements, City Project #234, on the
7th day of July, 1992; and
WHEREAS, the statute provided that no such improvements shall be made until the Council
has held a public hearing on such improvements following mailed notice and two
publications thereof in the official newspaper stating time and place of the hearing, the
general nature of the improvement, the estimated costs thereof, and the area proposed to
be assessed, in accordance with the law; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount,
Minnesota, as follows:
1. A public hearing will be held at the time and place set forth in the Notice of
Hearing attached hereto as Exhibit A to consider said proposed improvements.
2. The nature of the improvements, the estimated cost of each major portion
thereof, and the areas proposed to be assessed therefor are described in the form of Notice
of Hearing hereto attached.
3. The notice of said public hearing shall be in substantially the form contained in
the notice hereto attached.
4. The City Clerk is hereby authorized and directed to cause notice of said hearing
to be given two publications in the official newspaper. Said publications shall be one week
apart, and at least three days shall elapse between the last publication and the hearing.
Not less than ten days before the hearing the Clerk shall mail notice of the hearing to the
owner of each parcel of land within the area proposed to be assessed as described in the
notice. For the purpose of giving such mailed notice, owners shall be those shown to be
such on the records of the County Auditor or, if the tax statements in the County are
mailed by the County Treasurer, on the records of the County Treasurer. As to properties
not listed on the records of the County Auditor or the County Treasurer, the Clerk shall
ascertain such ownership by any practicable means and give mailed notice to such owners.

NOTICE IS HEREBY GIVEN, that the City Council of the City of Rosemount,
Minnesota will meet at 8:00 o'clock p.m. or as soon thereafter as possible, Tuesday,
July 21, 1992, in the Council Chambers of the City Hall, 2875 145th Street West,
to consider the following improvements:
Project #234 Shannon Hills 4th Addition Street & Utility Improvements
The nature of improvements shall include the construction of curb and gutter, street
surfacing, sanitary sewer, sanitary sewer services, watermain and water services,
storm drain, sidewalk, street lights and restoration.
The total estimated cost of said improvements is $241,700.

IEXECUTIVE SUMMARY
City Project No. 234 provides for the installation of city utilites and streets in the Fourth
Phase of the Shannon Hills Planned Unit Development in western Rosemount. The project
includes the installation of sanitary sewer, watermain, storm drain, and street lighting
facilities plus the construction of the streets. The grading of the area will be completed by
�f the developer under a private contract. The impetus for the project was a petition from the
developer, Ground Development.
The project is feasible from an engineering standpoint. This Feasibility Report proposes the
construction of approximately 1,340 lineal feet of sanitary sewer, 1,460 feet of watermain,
370 feet of storm drain, and 1,460 feet of street construction to provide service to 30
residential lots. The total estimated project cost is $241,700. The funding for the project
will come entirely from assessments to the benefitted property.
The project construction can be initiated in September, 1992 with construction substantially
complete in November, 1992.
1.0 INTRODUCTION
1.1 Authorization - On June 16, 1992, the Rosemount City Council authorized the
preparation of an Engineering Feasibility Report for Public Utilities and Street
Construction for the Shannon Hills Fourth Addition. This project has been
designated as City Project No. 234. The Developer submitted a petition for
these improvements, which constituted 100% of the benefitted property.
1.2 Scope - This project provides for the construction of utilities and streets in the
Shannon Hills Fourth Addition in western Rosemount. Sanitary sewer,
watermain, storm drain, street, and street light facilities will be provided to the
Fourth Addition. The Developer, Ground Development, is responsible for the
site grading in the Fourth Addition, which will be completed prior to the
construction of the utilities and street examined in this report.
1.3 Data Available - Information and materials used in the preparation of this
report include:

♦ Shannon Hills PUD Preliminary Plat and Preliminary Grading Plan.

2.0 GENERAL BACKGROUND
2.1 Location - The project is located in the southwest quarter of the northeast
quarter of Section 30, adjacent to and west of the Carrollton Addition, and
north of Shannon Hills Third Addition. The project location is shown on the
Location Map, Drawing No. 1, at the end of this report.
2.2 Project Area - The Shannon Hills Fourth Addition consists of 30 single-family
residential lots, plus dedicated street right-of-way and an outlot. The Shannon
Hills Planned Unit Development consists of 75 acres of single-family residential
lots. The Shannon Hills Fourth Addition is immediately north of the Third
IAddition. The project area is currently zoned R-1.
2.3 Existing Conditions - The project area is currently used for agricultural
purposes. The terrain is primarily rolling grassland. The area generally slopes
and drains from the north to the south to Shannon Hills Third Addition.

1 3.0 PROPOSED IMPROVEMENTS
3.1 Sanitary Sewer - The proposed project will provide sanitary sewer service to the
Shannon Hills Fourth Addition. The proposed 8" PVC gravity lines will
generally flow from the northwest to the southeast, then south to the existing
extension provided in the Shannon Hills Third Addition. Four inch services will
be provided to the lots within the Fourth Addition with the exception of one lot
which has been previously serviced by the Third Addition. The proposed
a sanitary sewer facilities are shown on Drawing No. 2.
3.2 Watermain - The proposed watermain facilities are shown on Drawing No. 3.
The proposed project will provide water service to the Fourth Addition, plus
extensions to the future Shannon Hills Additions to the north. A 6" watermain
will be extended from 143rd Street West and will connect to the existing 16"
line along Shannon Parkway. A 6" watermain will also be extended to serve the
proposed lots on Crocus Way and to provide for future additions to the north.
The proposed facilities include 1" services to each of the lots. Hydrants will be
installed throughout the project to provide adequate fire protection for the
residential area.
3.3 Storm Drain - The proposed storm drain facilities are shown on Drawing No.
4. The storm drain facilities will generally drain the proposed subdivision from
north to south and into the Shannon Hills Third Addition drainage system. The
proposed piping ranges in size from 12" to 18" diameter. In accordance with the
City policy, all storm drain facilities are sized to transport runoff from a 10 year
storm event.
3.4 Street Construction - The proposed streets are shown on Drawing No. 5. The
streets will be constructed to City standards which call for a 32' wide street.
The street section will consist of 3" of bituminous courses and 6" of Class 5
Aggregate Base, based on the soils information known at this time. The street
will be flanked by surmountable concrete curb and gutter. The street section
design and cost estimate are based on the assumption that an acceptable
subgrade is provided by the grading operation, for which the Developer is
responsible. A small amount of sodding and seeding blanket are provided in
this project for erosion control.
3.5 Street Lighting - The proposed lighting units are the Type "A' units which are
15 feet high poles with post top mounted fixtures. The feed points and
connector runs will also be installed. The local electric utility in this project
area is Northern States Power Company, which will install all of the electric
utilities for this project under a separate contract with the developer.
3.6 Permits - Permits will be required for this project from the Minnesota
Department of Health for watermain extensions and the Minnesota Pollution
Control Agency for sanitary sewer extensions. Approval of the sanitary sewer
plans is also required by the Metropolitan Waste Control Commission.
3.7 Right -of -Way and Easements - The 60' right-of-way and all necessary easements
are anticipated to be dedicated by the Developer on the final plat. The majority
of the facilities are located within the right-of-way except the storm drain
facilities north of Crofton Court. These facilities will require 20'- wide
easements centered on the common lot lines between Lots 2 and 3 of Block 3.

1 4.0 FINANCING
4.1 Cost Estimate - A detailed Cost Estimate can be found in the Appendix. The
following estimates are based on 1992 construction costs and include a 10%
contingency factor and related administrative costs. The administrative costs are
estimated at 30% and include legal, engineering, interest, and other
0 administration. A summary of these costs are as follows:

4.3 Cost Recovery
4.3.1 Assessment - The sanitary sewer, watermain, storm drain, street
lights, and street construction proposed for the Shannon Hills
Fourth Addition is regarded as residential equivalent sizing and
therefore will be 100% assessable toward the benefitted lots
included in the Fourth Addition.
The total estimated project cost for the Fourth Addition is
$241,700, which, if spread over the 30 lots produces an estimated
assessment rate of $8,057 per lot.
4.3.2 Pending Assessments -There are no pending assessments against
the project area at this time.
