Order Feasibility Report - Section 31 Trunk Sanitary Sewer FacilitiesCITY< OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION (f CITY COUNCIL MEETING DATE: June 2, 1992 AGENDA ITEM: Order Feasibility Report for AGENDA SECTION: Section 31 Trunk Sanitary Sewer Facilities Consent PREPARED BY: Bud Osmundson AGENDA 7T City Engineer/Assistant Public Works Director _ ATTAC�2TTS: Map, Resolution AP VED Y: 5 As previously described in the Comprehensive Guide Plan Amendment Sewer Service Plan discussion, sufficient development hasoccurredin Section 31 to provide an impetus for the City to investigate the feasibility of additional trunk sanitary sewer facilities for this area. S.E.H., Inc had previously updated the Comprehensive Sanitary Sewer Plan for the area and the pertinent portions of that report are attached.. This update identified the concept for the trunk facilities. The proposed feasibility report will identify sizes, routes, timing and cost estimates for the facilities which will ultimately carry the sanitary sewage from the southwest corner of Rosemount to the Empire Treatment Plant. The City has had numerous discussions with the prospective developers of the affected property in the area and they have expressed a willingness and desire to work with the City in locating the facilities. The proposed trunk facilities are presently_ thought to bepartially assessable.. The feasibility report will more thoroughly investigate this item. In addition, the proposed facilities will alleviate some ofthevolume of sanitary sewage flow to the Rosemount Treatment Plant, which will enhance the City's ability to provide sanitary service to other parts of the City. With this information provided, the trunk facilities project is proposed to be a Council initiated project. A simple majority of the Council is required to initiate the Feasibility Report, but continuation of the project process will require a four/fifths (4/5) vote on each phase of the project. Staff recommends that Council order the feasibility report. Due to previous work in the area and information already studied, Staff recommends that the firm of Short, Elliott, Hendrickson be the City's Consulting Engineer for the project. COUNCIL ACTIONS CITY OF ROSEMOUNT RESOLUTION 1992 - A RESOLUTION ORDERING THE FEASIBILITY REPORT FOR SECTION 31 TRUNK SANITARY SEWER FACILITIES CITY PROJECT # 233 WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility of trunk sanitary sewer facilities in Section 31, City Project #233. NOW THEREFORE BE IT RESOLVED, the City Engineer is directed to have the necessary feasibility report prepared by the Consulting Engineering firm of S.E.H., Inc. for Section 31 Trunk Sanitary Sewer Facilities, City Project #233.
