Mr. Steve Fiterman dba Ground Development is developing the land east
of Shannon Parkway and north of 145th Street West known as Shannon
Hills Subdivision.
Mr. Fiterman has sent a letter of request to the City asking for an
adjustment inthenumber of years established as the term of payment
for 'Shannon Parkway and Connemara Trail, City Project Number 189. The
repayment term was originally established for three (3) years. Mr.'
Fiterman is requesting this term be extended to ten years.
Mr. Fiterman has a total of four City projects assessed against his
land. They are Shannon Parkway Project in the amount of $18,815.33;
Lift Station #4, City Project #181 in the amount of $5,399.29;
Hawkins Pond, City Project #176 in the amount of $19,025.09. and
Shannon Parkway/Connemara Trail, City Project #189 in the amount of
$81,289.28. All of theaboveassessments except Project #189 were
spread over a ten (10) year term.
The total assessment payments create a cash flow problem for Mr.
Fiterman. He would appreciate any consideration we: give him.
I have checked with the Finance Department and we have determined that
since the debt issue (Bond Sale) was for a ten (10): year repayment
term, extending the repayment schedule for Mr. Fiterman should cause
no hardship to the City. He has made his payments due in 1991, the
first payment year. The extension would be for a remaining nine (9)
years
I -recommend deferring the balance of the special assessment for
Project #189 for repayment over the next nine (9)_ years.

Re: SECOND PHASE ASSESSMENT FOR SHANNON PARKWAY
Dear Ron,
I respectfully request an adjustment to lengthen the number of years which were established as
the term of payment for the above referenced assessment. This assessment does not currently
benefit > my property, and with its present term of three years is a severe burden on the
property.
I did not challenge the assessment at the initial hearing because I was under the mistaken
understanding that the term would be the same as the First Phase of Shannon Parkway which is
ten years. In fact, all assessments which have been charged to my property in the recent past
have been on the basis of a ten year term_
it appears that the petitioner for this phase of Shannon Parkway was U.S. Homes, which was on
a "fast tract" and apparently did not concern itself with the short nature of the term. However,
G.D.I. is on a much slower development path and this extension will not even benefit this
property for some time. Had I understood that this phase of Shannon Parkway was going to have
a payment term which was shorter than the First phase of Shannon Parkway as well as all other
assessments that have been charged to the property I would have requested a change in the term
or objected to the project_
I would appreciate the consideration of both the Rosemount city staff and the City Council, as
this is a very serious problem for me.
