At the June 2, 1.992 regular Council meeting, Council received'a
petition and or eyed a feasibility study for O'Leary's Hills 5th
Addition Street & Utility Improvements, City Project #232.
The consulting firm of SEH has supplied the City with the necessary
feasibility rep rt. The project is feasible.
Dave Simons, P. of SEH will present and explain the feasibility
report.
Upon acceptance of the feasibility report, Staff recommends setting a
public hearing or the project for August 4, 1992 starting at 8:00
p.m. or as soon thereafter as possible.

CITY PROJECT #232
WHEREAS, the City ;Council deemed it necessary and expedient that the City of
Rosemount, Minnesota, construct certain improvements, to -wit: City Project #232,
O'Leary's Hills 5th Addition Street & Utility Improvements, in the City as described
in and in accordance with the feasibility report prepared by Short Elliott Hendrickson,
Inc., Consulting Engineers; and
WHEREAS, the City Council has been advised by the Consulting Engineers that said
utility and street improvements, City Project #232, is feasible, and should best be
made as proposed, and the Consulting Engineers' report to this effect has heretofore
been received by Council, and filed with the City Clerk on July 21, 1992; and
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount
accepts the feasibility report for City Project #232 and places it on file.

A'RESOLUTION CALLING FOR A PUBLIC HEARING
O'LEARY'S HILLS 5TH ADDITION STREET & UTILITY IMPROVEMENTS

WHEREAS, the City Council received the feasibility report and found the project feasible
for O'Leary's Hills 5th Addition Street & Utility Improvements, City Project #232, on the
21st day of July, 1992; and
WHEREAS, the statute provided that no such improvements shall be made until the Council
has held a public hearing on such improvements following mailed notice and two
publications thereof in the official newspaper stating time and place of the hearing, the
general nature of the ,improvement, the estimated costs thereof, and the area proposed to
be assessed, in accordance with the law; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount,
Minnesota, as follows:
1. A public hearing will be held at the time and place set forth in the Notice of
Hearing attached hereto as Exhibit A to consider said proposed improvements.
2. The nature of the improvements, the estimated cost of each major portion
thereof, and the areas proposed to be assessed therefor are described in the form of Notice
of Hearing hereto attached.
3. The notice of said public hearing shall be in substantially the form contained in
the notice hereto attached.
4. The City Clerk is hereby authorized and directed to cause notice of said hearing
to be given two publications in the official newspaper. Said publications shall be one week
apart, and at least three days shall elapse between the last publication and the hearing.
Not less than ten days before the hearing the Clerk shall mail notice of the hearing to the
owner of each parceG of land within the area proposed to be assessed as described in the
notice. For the purpose of giving such mailed notice, owners shall be those shown to be
such on the recordsof the County Auditor or, if the tax statements in the County are
mailed by the County Treasurer, on the records of the County Treasurer. As to properties
not listed on the records of the County Auditor or the County Treasurer, the Clerk shall
ascertain such ownership by any practicable means and give mailed notice to such owners.

NOTICE IS HEREBY GIVEN, that the City Council of the City of Rosemount,
Minnesota will meet at 8:00 o'clock p.m. or as soom thereafter as possible,
Tuesday, August 4, 1992, in the Council Chambers of the City Hall, 2875 145th
Street West, to consider the following improvements:
Project #232 O'Leary's Hills 5th Addition Street & Utility Improvements
The nature of improvements shall include the construction of street construction,
sidewalk, watermain, sanitary sewer, storm sewer, curb and gutter.
The total estimated cost of said improvements is $672,000.
The total assessment cost of said improvement is $672,000.
The area proposed to be assessed for the foregoing improvements would generally
be all that area generally described as PID Number 34-03110-014-17 of the north
half of Section 31, Township 115, Range 19 in the City of Rosemount recorded in
the office of Dakota County, Minnesota.

Executive Summary
City Project No. 232 provides for the construction of sanitary sewer, watermain, storm
sewer, street and lighting facilities in O'Leary's Hills 5th Addition. This development con-
sists of 35 single-family residential lots and is located in the northeast quarter of Section
31 between O'Leary's Hills 4th'Addition and Chippendale Avenue.
The project includes approximately 1,900 feet of sanitary sewer; 2,300 feet of watermain;
4,500 feet of storm sewer; 2,300 feet of street construction, and five street lights. The total
estimated project cost is $672,000. Of the total, $557,000 will be recovered through assess-
ments, $7,000 will be obtained from the Sanitary Sewer Core Facility Fund, and the
remaining $108,000 will be recovered from the Storm Sewer Core Facility Fund. Project
construction through substantial completion is scheduled for the 1992 construction sea-
son. Final completion is scheduled for the spring of 1993.

I. Introduction
1.1 Authorization
On June 2, 1992, the City Council of the City of Rosemount, upon petition by the
developer, authorized the preparation of a preliminary report for construction of
utilities and streets in O'Leary"s Hills Fifth Addition. This project has been
designated as City Project No. 232.
1.2 Scope
The purpose of this report is to determine the engineering feasibility of this project
based upon a review of the data available, and to make recommendations and to
provide cost estimates for the construction of sanitary sewer, watermain, storm
sewer, streets and lighting facilities in O'Leary"s Hills Fifth Addition.
1.3 Data Available
Information and materials used in the preparation of this report include:

II. General Background
2.1 Location
The project location is shown on Drawing No. 1. The project area is located in the
southeast quarter of the northeast quarter of Section 31, and lies immediately east of
O'Leary's Hills Fourth Addition between Claret Avenue and Chippendale Avenue.
2.2 Project Area
O'Leary's Hills Fifth Addition consists of 35 single-family residential lots and rights-
of-way for segments of Claret Avenue, Chrysler Avenue, and 152nd Street West. This
is the fifth phase of the O'Leary's Hills Residential PUD.
2.3 Adjacent Property
The project area is located between O'Leary's Hills Fourth Addition and
Chippendale Avenue. Street and utility construction in O'Leary's Hills Fourth
Addition was completed in 1989 under City Project No. 184.
2.4 Site Conditions
The project area is currently used for agricultural purposes. In accordance with City
requirements, all street and site grading will be completed by the developer in
accordance with the Grading and Drainage Plan submitted with the Preliminary
Plat. The required street grading includes core excavation of all plastic (nonsuitable)
materials within the roadway area, and replacement with granular (suitable)
materials.

III. Proposed Improvements
3.1 Sanitary Sewer
Proposed sanitary sewer facilities are shown on Drawing No. 2. These facilities
include the northerly extension of an inplace 10 -inch sewer on Claret Avenue from
an existing stub at 153rd Street to the northerly boundary of the plat; and the
construction of an 8 -inch sewer along 152nd Street between Claret Avenue and
Chippendale Avenue.
The 10 -inch sewer along Claret Avenue will be constructed at extra depth to provide
for a future extension to the north. The 8 -inch sewer along 152nd Street will be
constructed at standard depth.
The proposed facilities also include the extension of 4 -inch services 15 feet into each
lot from the proposed sewers. Service risers will be installed on the extra depth
mains.
A future 8 -inch main will be constructed at extra depth along 153rd Street. This main
will be extended from Claret Avenue to Chippendale Avenue to serve the low area
located east of Chippendale Avenue and north of Wachter Pond.
3.2 Watermain
Proposed watermain facilities are shown on Drawing No. 3. These facilities include
the northerly extension of an 8 -inch main along Claret Avenue from the in-place stub
at 153rd Street to the northerly boundary of the plat; the westerly extension of an 8 -
inch main along 152nd Street from the connection point on the 16 -inch main in
Chippendale Avenue to Chrysler Avenue; the construction of a 6 -inch main along
152nd Street between Claret Avenue and Chrysler Avenue; and the construction of
an 8 -inch stub to the south on Chrysler Avenue from 152nd Street.
In accordance with the City's Water System Plan, a future 8 -inch main will be
constructed along 153rd Street and Chrysler Avenue in a subsequent phase of the
development.
The proposed facilities will also include hydrants for fire protection and the
extension of 1 -inch services 15 feet into each lot from the proposed mains.
3.3 Drainage
Proposed drainage facilities are shown on Drawing No. 4. These facilities include the
trunk storm sewer connection between the O'Leary's Hills 4th Addition pond (WAC
204) and Wachter Pond (WAC 202), an extension along 152nd Street from
Chippendale Avenue to about 400 feet west of Chrysler Avenue and an extension
along Chrysler Avenue to about 150 feet south of 152nd Street.
The trunk storm sewer connection begins at the O'Leary's Pond and runs east to
Claret Avenue, south along Claret Avenue, east along 153rd Street, south along
O'Leary's Fifth Addition City of Rosemount Page 4
Cimmarron Avenue, and east along 154th Street to Chippendale Avenue. Some
modifications to the piping in Chippendale Avenue and east of Chippendale Avenue
will be required to connect to the existing main. A storm sewer stub will also be
provided at the north end of Claret Avenue to pick up flows from the future ponding
basin WAC 203A.
The trunk storm sewer connection between the O'Leary's Hills 4th Addition pond
and Wachter Pond is necessary for the following reasons:
1. The storm sewer connection will serve as an overflow and will reduce the
potential for flooding around the O'Leary's Pond.
2. O'Leary's Hills 5th Addition will be located on the upstream end of the drainage
subdistrict contributory to this trunk main. This results in the need to construct
the entire trunk main at this time in order to provide the upstream end of the
drainage subdistrict with storm sewer service.
The proposed trunk storm sewer ranges in size from 27 inches to 48 inches in
diameter. The proposed storm sewer extensions along 152nd Street and Chrysler
Avenue range in size from 18 inches to 27 inches in diameter.
3.4 Street Construction
The construction of standard City streets is proposed as shown on Drawing No. 5.
The proposed streets are 30 feet wide between curb faces, and are located within 60 -
foot rights-of-way. The proposed street section consists of 1 1/2 -inch bituminous
wearing course, and 1 1/2 -inch bituminous base course placed over a 6 -inch
aggregate base with Design S518 (surmountable) concrete curb and gutter. This
pavement section utilizes a granular subgrade which is to be provided by the
developer.
Rough grading, topsoiling, and seeding of the boulevards will also be included in
the City's contract. However, the developer will be responsible for final restoration
of the boulevard areas as part of the final lot development.
The street facilities will also include the construction of a 6 -foot -wide concrete
sidewalk along the south side of 152nd Street between Chippendale Avenue and
Chrysler Avenue, and along the east side of Chrysler Avenue.
3.5 Street Lighting
The type and location of proposed street lights are also shown on Drawing No. 5.
Type A lighting units are 15 feet high with post top -mounted fixtures. Type B
lighting units are 25 feet high with the fixtures mounted on the 21 /2 -foot mast arm.
Type B lighting units are used at street intersections, and Type A lighting units are
used in all other locations. Street lighting facilities will also include the installation
of transformers, feed points, and conductor runs to each of the units.
All street lighting facilities will be constructed and maintained by NSP under a new
agreement between the City and NSP. Therefore, construction of street lighting

facilities will not be included in the City's construction contract. Howev
construction costs will be invoiced back to the City. Accordingly, costs for street
lighting facilities have been included in the estimated construction costs for

3.6 Easements
A 30 -foot -wide utility and drainage easementwill be required for t
he
diameter storm sewer trunk located east of the intersection of 154thStreet inch
Chrysler Avenue. In addition, a 20 foot wide utility and drainage ea and
required for the 21 -inch diameter storm sewer trunk located south of Cimarron
Avenue and 154th Street. The alignment of these easements will coincide with future

IV. Financing
4.1 Cost Estimates
Detailed cost estimates for all proposed improvements are included in the Appendix
of this report. These estimates are based on current 1992 unit costs, and include
allowances for contingencies (10 percent) and anticipated overhead costs (30
percent). These estimates do not include any costs for street or site grading, or for
easements which will be required of the developer.

* Street lighting will be constructed by NSP under a separate contract, and invoiced
back to the City. The $25,000 budget figure is based on information provided by
NSP for this work. This cost is included in the estimates and is considered an
assessable cost.

4.3 Cost Recovery
4.3.1 Core facilities
A core facility

For trunk sanitary ewer, the cost of extra depth and/or larger pipe diameter
required to serve poperty outside the development is considered to be a City
core facility cost. For this project, the costs for the larger pipe size and extra
depth of installation in Claret Avenue are considered core costs because they
are necessary in order to serve adjacent property.
For trunk storm se er, the cost of the extra depth and larger pipe diameter
which is in excess c f that needed to serve the immediate site is considered to
be a City core facility cost. For this project, the larger pipe size and extra
length of pipe needed for the storm sewer to function as an overflow between
the O'Leary's Pond and Wachter Pond is considered to be a core cost.
The sanitary sewer and storm sewer core cost calculations are included in the
Appendix of this report. Core costs are not assessable to the project area, but
can be recovered from the respective Core Facility Funds. With standard
contingencies andoverhead allowances, the estimated core costs are as
follows:

V. Project Schedule
