RECOMMENDED ACTION: A MOTION TO ADOPT A RESOLUTION REQUESTING A COOPERATIVE AGREEMENT PROJECT WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS OF STATE TRUNK HIGHWAY NO. 3 IN ACCORDANCE WITH THE ARMORY/COMMUNITY CENTER PROJECT, CITY PROJECT #239. COUNCIL ACTION: 3 TO: FROM: DATE: RE: MAYOR McMENOMY COUNCIL MEMBERS: KLASSEN STAATS WILLCOX WIPPERMANN CITY ENGINEER OSMUNDSON AUGUST 27, 1992 ARMORY/COMMUNITY CENTER HIGHWAY 3 UPGRADE CITY PROJECT #239 This item is on the agenda to discuss the options for the upgrade of Highway 3 which was requested by Minnesota Department of Transportation due to the traffic generation at the Armory/Community Center. Report investigated two alternatives. Alternative A: The first alternative investigated was a improvement including a continuous left turn lane from 142nd Street, (high school driveway) through Connemara Trail This also would include right turn lanes at major intersections and driveways on both sides of T.H. #3. Alternative B: The second alternative investigated was a bypass lane that MNDOT required as a minimum improvement to Highway 3; it would be similar to the bypass lane northbound near the high school driveway. The bypass lane cost (Alternative B) is approximately $91,000 and the continuous left turn lane option (Alternative A) is estimated at approximately $309,000. The MNDOT Cooperative Agreement would include approximately $190,000 of funding by MNDOT (for Alternate A), making Rosemount's cost approximately $119,000 for this option. MNDOT considers the left turn lane option an enhancement, especially in the safety area for the properties on both sides of T.H.#3 and therefore will participate in funding. Right turn lanes and a bypass lane (Alternate B) only would serve the Armory/Community Center site and therefore, would not be eligible for MNDOT funding. Both the Consultant and Staff recommend the construction of a continuous left turn lane and right turn lanes which is Alternative A in the report. This alternative provides the most efficient and safe improvement for the project area. Funding for this project would be through a Cooperative Agreement between the City of Rosemount and the Minnesota Department of Transportation. It would fund the difference between the two alternatives. For further information please review the Executive Summary in the attached report. Staff and a representative from OSM Engineering will be at the meeting for your questions and comments. Recommended action at this time would be for Council to pass a resolution approving Alternative "A" and directing Staff to pursue a Cooperative Agreement with MNDOT and proceed with Alternative A. A projected schedule for the project is found on Page 7 of the Report. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1992 - A RESOLUTION REQUESTING A COOPERATIVE AGREEMENT PROJECT WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS ON STATE TRUNK HIGHWAY NO.3 IN ACCORDANCE WITH THE ARM ORYJCOMMUNITY CENTER PROJECT CITY PROJECT #239 WHEREAS, the City Council of the City of Rosemount has determined that safety improvements are required on State Trunk Highway No. 3 (TH3) from 143rd Street to Connemara Trail, and WHEREAS, the City of Rosemount has discussed the need for safety improvements on TH 3 because of increased traffic volumes and left turn movements, and WHEREAS, the City of Rosemount has had a feasibility report prepared by Orr- Schelen-Mayeron and Associates which determined the improvements and estimated costs of the preferred alternative which provides benefit to the City and Minnesota Department of Transportation on TH 3, and WHEREAS, the City proposes to be the owner of a contract which will provide substantial benefit to the traveling public with the construction of a center left turn lane and right turn lanes. NOW, THEREFORE BE IT RESOLVED, the City of Rosemount requests that Minnesota Department of Transportation participate in the contract owned by the City for the safety improvements on TH 3. BE IT FURTHER RESOLVED, the City of Rosemount, Minnesota is willing to participate in a Cooperative Agreement project with the Minnesota Department of Transportation and share the costs of the needed improvements.
