RECOMMENDED ACTION: Motion to approve award for equipment and re - advertise bid for 1992 Vehicle and Equipment purchases as per Public Works Directors memo dated April 3,1992. COUNCIL ACTION: TO: MAYOR McMENOMY COUNCILMEMBERS: KLASSEN STAATS WILLCOX WIPPERMANN FROM: RON WASMUND, PUBLIC WORKS DIRECTOR/BUILDING OFFICIAL DATE: APRIL 2, 1992 RE: RECOMMENDATIONS FOR VEHICLE AND EQUIPMENT PURCHASE At the March 2, 1992 Council meeting Staff was directed to explain and demonstrate supporting need for the purchase of the following list of equipment and vehicles. One (1) Hose Reel Hydraulic & Aluminum Bed FD One (1) 1 -Ton Full Size 4x4 Truck Chassis w/Dual Rear WheelsFD One (1) 1/2 Ton Pickup PW One (1) 3/4 Ton Full Size 4x4 Pickup PW One (1) Full Size Cargo Van PK One (1) Compactor PW One (1) Rake 'n' Vac (Grounds & Grass Vacuum) PK One (1) 4 -Wheel Drive 72" High Capacity Trimming Mower PK One (1) Skid -Steer Loader PW One (1) Gas Powered Paint Sprayer for crosswalks, curbs, etc. PW FD - Fire Department PK - Parks & Recreation Department PW - Public Works Department In addition there was much discussion concerning the bids received for the skid loader and their compliance with the specifications we had prepared for vendors to bid from. We have reviewed the bids again with the City's Attorney and feel that the bids still do not comply. Below I have listed the significant deviations. No bids received previously. COMPACTOR Award this item to Carlson Equipment in the amount of $2,049.00. RAKE 'N' VAC Award this item to Carlson Tractor in the amount of $8,958.00. 4 -WHEEL DRIVE TRIMMING MOWER Award this item to Carlson Tractor in the amount of $8,454.00. SKID -STEER LOADER Reject all bids for the skid -steer loader and rebid using the same specifications as originally prepared. GAS POWERED AIR SPRAYER Award this item to W. L. Traffic Supply in the amount of $2,967.00.00. SNOWPLOW FOR 3/4 TON 4X4 PICKUP Obtain competitive quotes from two or more vendors. 4 Equipment Purchases Relating to the Parks & Recreation Departments March 31, 1992 1. RAKE 'N' VAC This is a vital piece of equipment to the Parks & Recreation Department. Through the use of this machine much of the grass that is damaged and/or killed each season through heavy "clippings" can be avoided. Attachments are included with the vacuum to pick up glass around shelters and general park use areas. With these attachments the machine also becomes available for use along bike paths or walkways to pick up trash, glass, etc.. A budget amount of $ 25,000 was listed to provide the machine that we felt would best provide service to the city. Through investigation and comparison we feel that the purchase of the vacuum as listed from Carlson Tractor & Equipment for the amount of $ 8,958.00 is our most logical purchase. 2. 4 - Wheel Drive 72" High Capacity Trimming Mower The process of a regular replacement of our 72" mowers was developed some 6 years ago. Rather than to continue to use the mower until there is a very low trade in value and until the repair costs are very high the mowers are traded in when purchasing a new replacement mower. Approximately every 4 - 5 years the mowers are replaced. With this trade in of our older mower and the replacement with a new mower we are recommending to Council to purchase a 4 -wheel drive mower. This type of mower would allow for a -much safer vehicle to trim and mow on slopes and hills in the parks and along some of the roadways. 3. Equipment Van Older trucks and cars of the city are traded in and replaced with new models. For the Parks Department we are asking Council to support the purchase of a new equipment van. The van would be scheduled for use by the parks maintenance person in our department who is responsible for the irrigation repair. it would allow the person to carry with him supplies, tools, and equipment required to make the general repairs, and many of the major repairs without being required to head back to the shop on a frequent basis. The van would be used in much the same manner as a plumber would use a van. During the seasons where irrigation repair is not being done the carpenter would be able to use this van for carrying some of his supplies and equipment. This van would save many hours of driving back and forth to the shop from the work site. it will also replace an older vehicle now in use.
