This item consists of holding a joint Public Hearing for the
consideration of improvements to 145th Street West between Shannon
Parkway and Diamond Path (City Project No. 206, S.A.P. 208-103-06) an
Connemara Trail (City Project No. 212, Dakota County Project No. 33-
03). The attached memo will give you a history of the project and
included data regarding traffic counts and accident history which may
answer questions which have arisen regarding the projects.
After a brief presentation by Dakota County Staff, Ron and I, we will
open the floor to questions; first by the City Council and then to
the residents.
Following the discussion, the public hearing being closed and Council
discussion, Staff recommends the adoption of a resolution ordering the
projects. Please note that a four/fifths (4/5) approval is required
due to being a Council ordered project

PUBLIC HEARING ON 145TH STREET AND DIAMOND PATH
PROJECTS
BACKGROUND
A feasibility report was prepared for Project No. 206 and was accepted on April
3, 1990. The feasibility report investigated improvements to 145th Street West
between Cameo Avenue and Diamond Path (Dakota County No. 33) and split the
project into three (3) smaller projects for funding purposes: 1) East Project -
145th Street Reconstruction from Cameo to Chili Avenue;
2) Chili/Chippendale/145th Street Intersection realignment; 3) West Project -
145th Street Reconstruction from Chippendale to Diamond Path. After feasibility
report acceptance it was decided to combine the "East" project with the
"Chili/Chippendale/145th Street Intersection" project and a public hearing to
consider this project was held June 21, 1990 at the Rosemount High School.
The Public Hearing was continued due to the lack of an assessment policy which
would address "Reconstruction" improvements.
Due to renewed interest by the City and County to improve Diamond Path
(C.R.#33) between 145th Street and 140th/Connemara Trail, it was decided to
combine the reconstruction of 145th Street West between Shannon Parkway and
Diamond Path with the County Improvement for numerous reasons. The City had
asked Dakota County to reconstruct this intersection and passed resolutions
(No.'s 1986-14 and 1989-75, copies of which are attached) to emphasize this
issue and to include this project for consideration as a high priority in 1990. A
feasibility report was ordered on March 20, 1990 to investigate the Diamond Path
Improvements. The report addressed the combination with the aforementioned
145th Street Improvements and was accepted by the City Council on September
4, 1990. A Public Hearing was held on March 5, 1991 to consider the
improvements, at which time the plans and specifications were ordered for
Projects No. 206 and 212. On May 7, 1991 the projects were put on hold due
to questions regarding the funding for the projects, easement acquisitions and
assessment policies.
This brings us to the present. The funding .questions have been answered
through the adoption of the Storm Water Utility and the Assessment Policy. We
are in the process of finalizing the easement acquisitions. We held neighborhood
meetings for the two projects on March 23 and 24, 1992, at which time
numerous questions were raised regarding the proposed width of Diamond Path,
traffic counts and accident history. The following will hopefully answer many of
those questions and others you may have.
(1) Width of Diamond Path - The proposed design is a 64' wide, 4 -lane road
with center turn lanes where required. This segment of Diamond Path has
four intersections between 145th Street and Connemara, each requiring a
center turn lane for improved turning movements, which makes the street
seem wider than a 4 -lane street.
(2) Traffic Counts - The attached "Traffic Count Map" shows the known
average daily traffic (ADT) counts on many of the streetsand highways in
Rosemount. Diamond Path had a 1989 count of 6,500. 145th Street
West shows 6,640. For comparison, the segment of State Trunk Highway
No. 3 has a range of 8,300 to 8,700, north of County Road 42. Also,
145th Street West immediately west of Highway #3 has a count of 7,690
and was constructed to a 48' width in 1984. The projected ADT for the
segment of Diamond Path proposed to be improved is approximately
15,000. The attached graph shows the history of traffic counts from 1980
to present and the straight line projections of that data. This is not the
method used by traffic planning engineers, but is shown for comparison
purposes.
(3) Accident History - The attached sheet entitled "Accident Information" was
compiled with the assistance of the Rosemount Police Department. It
shows the injury and non -injury involved accidents for various intersections
from 1987 to present. This is only data that the Rosemount Police
Department has compiled and does not include Apple Valley Police
Department or State Highway Patrol data. The total number of accidents
at Diamond Path/145th Street in this time period totals 22, while the
County Road 42 and Trunk Highway 3 intersection is 48, but has a much
higher traffic volume (ADT). This implies the need for improvements at
both intersections, which may be accomplished this year with the traffic
signal installation at County Road 42 and Trunk Highway 3 and Projects
No. 206 and 212. Also, we are proposing to install 4 -way stop signs at
Shannon Parkway and 145th Street, which should improve that
intersection.
Another issue which will be discussed in the presentation is in regards to the
burying of power lines on 145th Street. The estimated cost to the City is
approximately $61,000, the specifics of which will be discussed. However, the
precedent which would be set by burying these lines should be kept in mind. The
cost of burying lines in the mature downtown areas as the streets are
reconstructed is substantial. We will have a rough estimate to give to the Council
orally.
As stated previously, Dakota County Highway Engineer, Dave Everds, and Design
Engineer, Dave Zech will be present at the meeting to answer any questions
regarding Diamond Path. Also, Ron and myself will be available to answer any
questions regarding No. 206, and Mike Miles is available to answer any legal
questions.

RESOLUTION 1986-14
A RESOLUTION REQUESTING DAKOTA
COUNTY TO CONSIDER MAKING CHANGES IN THE
INTERSECTION OF CSAH 33 AND 145TH STREET
WHEREAS, the City Council of the City of Rosemount is
interested in the safety of its residents; and
WHEREAS, the City Council has in the past by memorandum,
resolution and platting shown a great deal of interest in
the reconfiguration of 145th Street and CSAH 33 .
NOW THEREFORE BE IT RESOLVED, that the City Council of the
City of Rosemount respectfully requests the Dakota County
Board to cause study and cost estimates for the
reconstruction of the intersection of 145th Street and CSAH
33; and
BE IT FURTHER RESOLVED, that this intersection be developed
as a full tee -intersection; and
BE IT FURTHER RESOLVED, that the City Council respectfully
requests the County Board to place this reconstruction
project somewhere in the County's Five Year CIP Program.

A RESOLUTION REQUESTING DAKOTA COUNTY TO
RECONSTRUCT 145TH STREET AND DIAMOND PATH
WHEREAS, vehicular and pedestrinn trnffic safety are a major concern of the City
of Rosemount; and
WHEREAS, County Road 33 (Diamond Path) runs along the westerly boundary of the
City of Rosemount; and
WHEREAS, the alignment of County Road 33 is not straight but curves east into
145th 'Street, a local collector street; And
WHEREAS, this particular alignment has been the location of many accidents over
the years; and
WHEREAS, the Dakota County Highway Department is planning to reconstrilct this
intersection in 1990.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that
the City Council supports the Dakota County Highway Departments plan to
reconstruct the Diamond Path and 145th Street intersection; and
NOW THEREFORE BE IT FURTHER RESOLVED, the safest alignment would be that of
straightening out County Road 33 and rebuilding 145th Street West to intersect
County Road 33 at right angle. and that Dakota County place this reconstruction
at a high priority.

a feasibility report for Diamond Path Street Improvements from 145th Street to
Connemara Trail, City Project No. 212, and 145th Street West Street and Utility
Improvements from Shannon Parkway to Diamond Path, City Project No. 206; and
WHEREAS, the City Council has received and accepted the feasibility reports on
September 4, 1990 on City Project #212 and April 3, 1990 on City Project #206;
and
WHEREAS, the City Council ordered and held a public hearing to receive input on the
project.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount
hereby orders the improvements of Diamond Path Street Improvements/145th Street
from Shannon Parkway to Diamond Path Improvements, City Project#212/206.
