APPROVED BY: Attached is a copy of correspondence from Mary E. Anderson, Metropolitan Council Chair, notifying the City of the Metropolitan Council's action regarding Guide Plan Amendment No. 20 clarifying the definition of Waste Management and Public/Institutional Uses. The Metropolitan Council determined that the proposed amendment has no potential impact upon any of the metropolitan systems plans and the City is able to place the amendment into effect, if desired. There is an additional 60 - day review period and the Metropolitan Council staff has indicated that some comments are forthcoming. It is the Planning staff recommendation that the City Council take no action on the amendment at this time. Since the Dakota County Incinerator is on hold, it would be in the best interest of the City to proceed with finalizing the Comprehensive Guide Plan update and incorporate these changes into the new plan, if deemed appropriate. RECOMMENDED ACTION: No action required. We have determined that the proposed amendment has no potential impact upon any of the metropolitan system plans. Therefore, the city may place the amendment into effect immediately. However, beyond an initial determination of no potential impact, the Council has 60 days from receipt of a proposed amendment to review and comment upon the apparent consistency of the proposed amendment with the adopted chapters of the Metropolitan Development Guide. The 60 -clay period ends on February 11, 1992. Within that 60 -day period, Council staff will complete its review and forward comments to the city prior to consideration by the Metropolitan Council.
