The Rosemount EDA has considered the replacement of Tracie also. That position does provide staffing to the EDA and is funded by the EDA in total. The EDA has taken a position of support to replace along with the recommendation to have this position focus even more strongly on EDA activities. Before I ask you to proceed to authorize replacing Tracie utilizing the same staffing structure I would suggest that discussion take place with the new Port Authority Board before a final decision is made. Since the position would be the main staff person to the Port Authority and since we have an opportunity to reconsider and restructure now would be an appropriate time to wait and discuss before moving ahead. Attached is the revised job description for this position. The revisions made from the time we hired Tracie are almost entirely to correct changes made because of other personnel changes in the last year. There were a few minor changes reflecting a greater focus on economic development. If we were to proceed to replace Tracie without any other changes in staffing I would recommend that this position description and, attached advertisement would be used, RECOMMENDED ACTION: None at this time. COUNCIL ACTION: CITY OF ROSEMOUNT JOB DESCRIPTION DATE: 1-21-92 Position Title Economic Development specialist Department Administration Accountable To Assistant City Administrator Primary Objective of Position This is a highly responsible position within the Administration Department. The Economic Development Specialist must be capable of independent work with minimal supervision. Duties include coordination of the City's economic development program, preparation of detailed staff reports and oral presentations, preparation of development proposals including financial packages and grant administration. Other duties shall be performed as assigned. Major Areas of Accountability 1. Meets with citizens, boards and commissions, local businesses, developers, prospective businesses and staff on matters related to economic development. 2. Prepares attractive financing packages utilizing block grant funds, tax increment financing, Department of Trade and Economic Development programs and other public and private financing techniques. 3. Prepares detailed staff reports and oral presentations for the Port Authority and City Council on economic development matters. Is responsible for Port Authority meeting materials and packet distribution. 4. Coordinates all development related grant programs, including the Community Development Block Grant Program. 5. Undertakes economic development studies and other projects at the direction of the Assistant City Administrator. 6. Stays abreast of financing and business relocation and expansion techniques and is creative in their application to each situation. 7. serves as the initial contact person in economic development matters. 8. Attends local business meetings, such as the Chamber of Commerce, to maintain a positive working relationship with the Rosemount business community. 9. Maintains updated status of community profile and provides general information and assistance to businesses, industries and developers on all economic development matters. 9. Attends all Port Authority meetings and other meetings as required. 10. Performs other tasks and duties assigned by the Assistant City Administrator. Supervision/Employee Relations 1. Is under the direct supervision of the Assistant City Administrator. 2. Staffs the Port Authority under the supervision of the Assistant Executive Director. 3. Must be capable of effectively communicating with other departments, citizens, boards and commissions, developers and the business community and the general public. Minimum Requirements 1. A bachelors degree in planning, public administration, business administration or other related field. 2. Two years of progressive, relevant experience in economic development activities. 3. A working knowledge of public development tools and economic incentives. 4. The ability to communicate ideas, explanations and recommendations clearly, both orally and in writing. 5. The ability to work independently with minimal supervision. 6. Understanding of financing techniques and negotiating skills. 7. The ability to maintain professional and courteous attitudes when representing the City in any situation at any time. ECONOMIC DEVELOPMENT SPECIALIST The City of Rosemount (population 9,000) is accepting applications for the position of Economic Development Specialist. Rosemount is a rapidly developing suburb in the southeast portion of the Minneapolis/St.Paul Metropolitan area with a wide variety of economic development issues. Position is responsible for coordination of the City's economic development programs including preparation of development proposals, financial packages, and staff reports. The position serves as the contact person for local businesses, developers and others concerning economic development issues. The position staffs the Port Authority under the direction of the Assistant City Administrator. Requirements include a Bachelor's degree in public administration, planning, business administration or other related field and at least two years of relevant experience in economic development activities.
