1. CALL TO ORDER: Eliason called the meeting to oYder at 7:04 p.m.
2. ADDITIONS TO THE AGENDA: None
3. APPROVAL OF THE FEBRUARY 27,2017 MEETING MINUTES: MOTION by Farrell to
approve the minutes of the February 27,2017 meeting. SECOND by Bartz. Ayes: 6 Nays: 0 Motion
passed.
4. AUDIENCE INPUT: None
5. DISCUSSION (Response to Audience Input): None
6. OLD BUSINESS:
a. Parks Dedication and Dedication Fees—Schultz had checked with the City's attorney
regarding the Commission's request at the February meeting to see if it was possible to collect
an impact fee (to include something like the cost of building a playground) as part of the parks
dedication. Per the attorney, the park dedication fees are based on land value only, and not the
cost of building the playground.
The Commission discussed the proposed changes in the way parks dedication fees could be
collected. Schultz mentioned that in the future,we could do la,nd value studies moxe frequently,
and we could also look into partnering with other cities when we do them. He also mentioned
that we always review the parks dedication fees annually to make sure ouY fees are up-to-date.
MOTION by Tilson to recommend that the paxks dedication collection method and
dedication fees be adjusted as listed in the Executive Summary with the following changes to
the value/acre: Med. Density- $105,000 (cash ded./unit$3,150);and High Density- $145,000
(cash ded./unit$2,900). SECOND by Farrell. Ayes: 6 Nays: 0 Motion passed. Per
Schultz, commercia.l parks dedication will be discussed at a Commission meeting this spring.
7. NEW BUSINESS:
a. Pipeline Regulation Station—Last month Schultz was contacted by Evergreen Land Services
on behalf of the Minnesota Energy Resource Company (MERC) regarding a request foY an
easement to install a 12' x 18' to 20' foot pipeline release valve or control valve on the Flint
Hills Athletic Complex site. They had offexed to pay for the easement and fox easement access
from the gas line to xegulator. 'They would also provide fencing and la.ndscaping around the
valve. Schultz informed the Commission of this at the February meeting. Schultz spoke to
MERC staff and they explained that they were proposing to install a pipeline regulation station
and no gas would be released. They are upgrading the pipelines further down the line and are
looking to install a larger regulation station. The Commission decided to table this item for

further discussion. They asked Schultz to find out more information about this project from
MERC.
b. Prestwick Townhome PUD and Final Plat—T'he Dakota County CDA is proposing
building a 40 unit townhome development near the Greystone development. The townhomes
would be similax to the ones that were built a few years ago at the corner of Connemara Txail
and Hwy. 3,and this would be considered a medium density development. Schultz was
recommending collecting cash for the parks dedication requixements and also that the sidewalk
neax the development office be extended so it connects with Addison Street. MOTION by
Bartz to recommend that the City Council approve the Prestwick Townhome project PUD and
final pla.t with a cash payment to satisfy the paxks dedication requirements, and that the
sidewalk near the office be connected to Addison Street. SECOND by Feldhaus. Ayes: 6
Nays: 0 Motion passed.
c. Director's Report—The paxk improvement fund balance as of February 28,2017 was
$371,405.22. No dedication fees,grants, ox donations were received. Interest was $37.80.
Thexe were no e�enditures.
Hockey Tournament—A hockey tournament hosted by the Rosemount Area Hockey
Association was held at the Rosemount Community Center in early March. Twelve teams
visited Rosemount to participate in the tournament.
Family Event—The Family Fun Fest was held at the communiry Center on Fri., Feb. 12. Girl
Scouts helped out with games and activities, and the A1phaBits perfoxmed.
Spring/Summer Brochure—The Parks and Recreation Spring/Summer Brochure was
delivered to Rosemount residents over the weekend.
8. ADJOURNMENT- MOTION by Bartz to adjourn the meeting. SECOND by Speich.
Ayes: 6 Nays: 0 Motion passed. The meeting was adjourned at 8:38 p.m.
