All of the bids were quite competitive, with only $150.00 separating the three (3) lowest bids from the GIS consultants. Staff reviewed the bids and decided to recommend selecting the firm of Rowekamp Associates. The principal, Terese Rowekamp, will be performing services to the City. She has twelve (12) years of GIS,experience, primarily with Arc Info products, working for the State Planning Agency, Pollution Control Agency (PCA), ESRI, and as a private consultant/trainer. She is an ESRI certified ArcCAD trainer. Rowekamp was the most experienced of the consultants submitting proposals and her experience includes. extensive municipal applications. The hardware and Autocad license are being supplied and supported by Copy Equipment, Inca The hardware includes a high speed CPU and graphic card for better performance with GIS/CAD applications. The 1993 budget also includes a HP paint jet printer. This will produce color documents up to 11" x 17" in size. The low quote on this item was PC Express and staff recommends purchasing this item from them. The hardware and software can be delivered installed within two weeks of purchase. The consulting services will be detailed with Rowecamp and can occur as the City needs-the.work performed. The training can occur any time in 1993 in a group or on an individual basis. The total package is $23,557. Funding for the project will come out of 1992 and 1992 budgets. The GIS package and funding sources recommended by staff are attached. The file server is a 486 33 mhz EISA System with 8 MB of RAM and 900 MB of hard drive. The network software is version 3.11 and we are licensed for up to 50 users. Currently, the system has 25 users. Applications typically used by City staff include word processing (WordPerfect), spreadsheet (Quattro -Pro), graphics (DrawPerfect), data base (Paradox), Accounting and Utility Billing, Building Permitting, and well/lift station monitoring. The City is also adding some engineering applications (water & sanitary sewer) that require AutoCad. Existing CAD Hardware: The City has the following equipment that will be integrated into the GIS system: • Calcomp 8 pen, D sized plotter, Model 1023; • Calcomp digitizing tablet, 24 -inch by 18 -inch Model 23240. Computing Environment: The City has participated in a cost sharing arrangement with Dakota County in developing a graphic database for the County's GIS system. This database includes parcels and physical land features (elevations, contour lines, water bodies, street locations, building footprints, etc.) This work is complete and available to the City. The County has also completed the input of all tax parcel identifiers for the entire City. There are also other graphic data files that can be made available to the City, including but not limited to the U.S. Fish & Wildlife inventory and the Dakota County Soil Survey. The County expects to convert their Ultimap files to ArcInfo and the files should be available to the City in January, 1993.
