The City received a -petition from concerned citizens living on or near
Shannon Parkway asking that, in summary:
1. The speed limit be reduced to 30 mph north of Connemara Trail;
2. For the installation of 3 -way stop signs at the Current Circle
and 137th Street intersections with Shannon Parkway; and
3. Eliminate the transition from a 4 -lane to a 2 -lane immediately
north of Connemara Trail.
Staff has found that a speed study (attached) was performed in 1989 on
Shannon Parkway from 145th Street to 137th Street, which set the speed
limit at 40 mph. Staff recommends that we ask that MNDOT perform a
speed study on Shannon Parkway from Connemara Trail to McAndrews Road
(County Road 38).
Also, Staff recommends that we investigate the remaining two issues
and come back to Council when all items have been studied. ,
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION REQUESTING THE
COMMISSIONER OF TRANSPORTATION TO CONDUCT A SPEED STUDY FOR SHANNON
PARKWAY FROM CONNEMARA TRAIL TO MCANDREWS ROAD (COUNTY ROAD 38).

PETITION
As residents living on or near Shannon Parkway it has become shockingly clear that the
current traffic patterns on SP present clear and present dangers to all the children that
live and play near SP. We feel that the current speed limit of 40 MPH and the lack of
stop signs along the residential stretch of SP need to be addressed. We ask the city
council of Rosemount to hear our plea. We ask the following :
1. That the speed limit be dropped to 30 MPH at the very least between Connemara and
County Road 38.
2. The installation of 3 - way stop signs, combined with "CHILDREN PRESENT" signs
at Current Circle and SP, and 137th and SP .This would FORCE traffic to stop and
then continue at an acceptable rate of speed for a residential area.
3. That the solid white lines that create narrow single lanes and presently begin at 137th
begin instead at Connemara going northward. This would prevent the passing that is
now common through this area.
No matter what the current classification of this road is, we ask our elected public
servents to realize that this stretch of Shannon Parkway 1S a residential area, and
that there are at least two dozen children that on a regular basis cross SP. Being that
this stretch is also a winding road and that the present average speed is well above 40
MPH, it must be obvious that it is only a matter of time before a catastrophic accident
involing a child occurs. We urge the council to give this matter prompt attention. Please
make the safety of the children in this area THE SINGLE MOST IMPORTANT FACTOR
of this discussion. We all look forward to speaking with you at the next council meeting.

A RESOLUTION REQUESTING THE COMMISSIONER OF TRANSPORTATION
TO CONDUCT A SPEED STUDY FOR SHANNON PARKWAY
FROM CONNEMARA TRAIL TO McANDREWS ROAD (COUNTY ROAD 38)
WHERAS, the City has received a petition from residents living along Shannon Parkway; and
WHEREAS, State law authorizes only the Commissioner of Transportation to set speed limits
along public streets and highways that don't fall under the "Urban District" classification as
defined in M.S.L. 169.01, Subdivision 59; and
WHEREAS, Shannon Parkway has a future ADT of 9,000 to accommodate traffic resulting
from the City's growth; and
WHEREAS, the City of Rosemount is concerned for safety of its residents living along and
travelling these streets.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount,
Minnesota:
The Commissioner of Transportation authorize a speed study on Shannon Parkway from
Connemara Trail to McAndrews Road (County Road 38).
ADOPTED this 15th day of December, 1992.
