Please see attached memo from Councilmember Klassen regarding the necessity of Council appointing a new city representative to DAP. Staff is recommending that Ms. Klassen contact Mr. Garofalo's recommended candidates to determine whether they wish to be the city's representative to DAP. RECOMMENDED ACTION: MOTION TO REQUEST COUNCILMEM3ER KLASSEN TO CONTACT THE PERSONS RECOMMENDED BY SAM GAROFALO TO DETERMINE THEIR AVAILABILITY TO SERVE AND TO APPOINT A CANDIDATE AT THE JANUARY 5, 1993 COUNCIL MEETING. COUNCIL ACTION: December 11, 1992 To: Mayor McMenomy Councilmembers Wippermann, Staats, Willcox From: Councilmember Klassen Re: Rosemount's representative to DAP As you will recall, in May, 1992, we appointed Mr. Sam Garofalo to be Rosemount's representative on the Dakota Alliance for Prevention (DAF). Mr. Garofalo informed me that due to a job transfer he will be unable to continue in that position. He did, however, suggest several candidates that could replace him. They are: Bernie McGarrigle, Karen McGarrigle, Leslie Hailer and Sharon Peterson. At Council's pleasure, one of these people or another person of your choosing should be appointed to this position as soon as possible and, once the person has accepted, their name should be forwarded to DAP. Also, i would request that a certificate of appreciation be forwarded to Mr. Garofalo. If you have any questions, please call me at 423-4391 or I will be happy to answer them at Tuesday's meeting. PAUL, MINNESOTA 55118 I3istory Dakota County received a five-year community partnership grant for substance abuse prevention from the Office of Substance Abuse (OSAP), under the Department of Health and Human Services, on August 15, 1991. Across the nation there are 252 of these grants. The mission of the grant is to reduce and prevent alcohol and other drug abuse and related problems in the county through community partnerships and collaboration. The policy- making body which will address these issues is the Dakota Alliance for Prevention (DAP). From the beginning, this project has been one of cooperation and collaboration between agencies, citizens, government, and the various systems in the county. Over 100 people contributed to the preparation and writing of the grant. A team of 11 interested people attended a week-long leadership training on team building and community mobilization in October of 1991. These people have been meeting regularly as the Interim Planning Team (IPT) in order to plan for the creation of the Dakota Alliance for Prevention. Project Staff As of March 1992, all staff have been hired. This includes a Chemical Health Project Coordinator, two Chemical Health Promotion Specialists, and a clerk typist. In addition, a part- time staff from Dakota County Extension Services, will contribute to the project, especially in the promotion of multi -cultural diversity.
