demonstrate supporting need for the purchase of the following list of equipment

In addition there was much discussion concerning the bids received for the skid
loader and their compliance with the specifications we had prepared for vendors
to bid from. We have reviewed the bids again with the City's Attorney and feel
that the bids still do not comply. Below I have listed the significant deviations.

Deviation from specifications, if any, were not listed as instructed. Submitted
three (3) bids for three (3) different machines, insufficient data to compare.
The City currently owns a Bobcat 843 as well as several attachments including a
post hole auger, rotary broom, snowblower, grappler, snowbucket and palet forks.
All of the attachments are also manufacturered by Bobcat for their loader
equipment. In the 1993 C.I.P. we are proposing to acquire additional attachments
such as tree spade, backhoe and tracks require the wheel base to be exactly the
same. To maintain consistency of operational methods and adaptability of
attachments the crews that utilize this equipment have a preference to stay with
the same brand of loader. While preference alone may not be defensible in court,
the safety of workers around the equipment with different operational controls is
a very critical element to be considered.
The skid loader is an ultra versatile piece of equipment which is used on a daily
basis year round by both the Parks and Public Works Maintenance crews. It is
used for everything from loading materials for construction projects to cleaning
bike trails of both dirt and snow. It is light enough to work on established
athletic fields yet powerful enough to load materials where the heavy loaders
can't get to. It is used approximately 470 hours per year. That is more than any
other piece of equipment except the dump trucks.
Our recommendation is to reject the bids received for the skid loader and
readvertise using the same specifications.
The Fire Department is looking to purchase a 1 ton full size 4x4 truck with dual
wheels which will receive a new aluminum box and hose reel. This vehicle will
replace a 3/4 ton pickup which currently hauls the hoses. The 3/4 ton truck has
proven to be too light of construction. The heavier truck chassis and dual wheels
will serve to better carry the Loads imposed.
The 1/2 ton 2 -wheel drive pickup proposed to be purchased replaces a 1983 Ford
full size 2 -wheel drive pickup with 70,000 miles on it. It averages between 9-10
miles to the gallon gas consumption and $219 for repairs a year. It is in fair
mechanical condition but the body is very poor. The replacement for this vehicle
will be used for general maintenance duties.

The 3/4 ton 4x4 pickup we are proposing replaces a 1986 Chevrolet 4x4 pickup
with 46,000 miles. the motor in this truck is good, but the transmission and
front differential are worn and in need of repair. The estimated cost for those
repairs are 560041,000 each. The body is fair except that the inner fenders are
rusted out causing mud and water to splash on the engine which in heavy use
causes it to misfire. The estimated cost to replace the inner fenders is
approximately $800.00. This truck has been on the snowplow since it was new.
Though low in actual miles they are all hard working miles which put much stress
on all components. By trading it in now we may get some value back. If we
keep it we must invest another $3,000.00 minimum. The new vehicle will be
used for the same tasks.
The 1984 LTD is a used up ex -squad car which was also used for inspection
personnel and general motor pool trips. It has 120,000 miles on it, averages 5-8
mpg because of engine wear and has numerous electrical problems. It is no
longer a dependable vehicle. This car is being traded for a cargo van for the
Parks crew.
The compactor we are asking to purchase will replace the existing 18 year old
model we currently have. It was purchased new in 1974. It currently carries
repair costs of 550.00/year which isn't extreme except that parts are hard to get.
We end up renting a machine to finish the job until ours is repaired.
The gas powered paint sprayer is being purchased to be used for painting
crosswalks, curbs in "No Parking" zones and fire hydrants. We use a Joint
Powers Agreement to have centerline stripped, however we do our own
crosswalks, etc. The reason we do our own is that the crosswalks in particular
need to be done 2 to 3 times a year. In the past we've borrowed a sprayer from
the City of Lakeville. They informed us last year that we would no longer be able
to borrow theirs. The sprayer we're proposing is compact and portable. With the
ability to attach a spray gun to it the sprayer may also be used for painting park
shelters, hockey rink boards and well houses.
I have attached a memo from Dave Bechtold, Parks Director, explaining his need
for the equipment van, rake 'n' vac and four wheel drive mower.
Our recommendations for vehicle and equipment purchases are:

The last page of my memo dated April 2, 1992 titled "Recommendations for Vehicle
and Equipment Purchases" was inadvertently missed when copied to you for this
Council meeting. Please find that last page consisting of Dave Bechtold's memo
relating to Park and Recreation equipment attached for your review.
Equipment Purchases
Relating to the Parks & Recreation Departments
March 31, 1992
1. RAKE 'N' VAC
This is a vital piece of equipment to the Parks & Recreation
Department. Through the use of this machine much of the grass that is
damaged and/or killed each season through heavy "clippings" can be
avoided.
Attachments are included with the vacuum to pick up glass around
shelters and general park use areas. With these attachments the machine
also becomes available for use along bike paths or walkways to pick up
trash, glass, etc..
A budget amount of $ 25,000 was listed to provide the machine that we
felt would best provide service to the city. Through investigation and
comparison we feel that the purchase of the vacuum as listed from
Carlson Tractor & Equipment for the amount of $ 8,958.00 is our most
logical purchase.
2. 4 - Wheel Drive 72" High Capacity Trimming Mower
The process of a regular replacement of our 72 mowers was developed
some b years ago. Rather than to continue to use the mower until there
is a very low trade in value and until the repair costs are very high
the mowers are traded in when purchasing a new replacement mower.
Approximately every 4 - 5 years the mowers are replaced.
With this trade in of our older mower and the replacement with a new
mower we are recommending to Council to purchase a 4 -wheel drive
mower. This type of mower would allow for a much safer vehicle to trim
and mow on slopes and hills in the parks and along some of the
roadways.
3. Equipment Van
Older trucks and cars of the city are traded in and replaced with new
models. For the Parks Department we are asking Council to support the
purchase of a new equipment van.
The van would be scheduled for use by the parks maintenance person in
our department who is responsible for the irrigation repair. It would
allow the person to carry with him supplies, tools, and equipment
required to make the general repairs, and many of the major repairs
without being required to head back to the shop on a frequent basis.
The van would be used in much the same manner as a plumber would use a
van.
During the seasons where irrigation repair is not being done the
carpenter would be able to use this van for carrying some of his
supplies and equipment.
This van would save many hours of driving back and forth to the shop
from the work site. It will also replace an older vehicle now in use.
