In an effort to decrease the costs of Dispatching and! 911 Answering Service (currently with the Dakota County Sheriff's Office), an alternate dispatch center, the Eagan Police Department, was contacted regarding the possibility of Eagan dispatching for Rosemount. As a,result of several meetings, the City of Eagan has offered to provide police and fire dispatching which would not only exceed our requirements but would reduce the cost of dispatching in 1993 by $6,000.00. Approximately one-half of the $6,000.00 savings would be needed to cover the "change -over" expenses. (Please refer to the attached memo for details.) The Eagan Dispatch Center and its staff is very capable and willing to provide excellent communication between the residents'of Rosemount and the Rosemount Police and Fire Departments. My recommendation is to end the agreement with the Dakota County Sheriff's Office for dispatch service and enter into an agreement with the City of Eagan to provide Dispatch/911 Answering Service to the City of Rosemount. My target date for change -over is March 1, 1993. RECOMMENDED ACTION: MOTION TO APPROVE THE DISPATCHING/911 SERVICE CONTRACT WITH THE CITY OF EAGAN AT A COST OF $2.50 PER CAPITA IN 1993 AND $2.75 PER CAPITA IN 1994, AND TO APPROVE THE EXPENDITURE OF UP TO $3,000.00 FOR THE COST -OF THE CHANGE -OVER. McMenomy Council Members Klassen, Staats, Willcox, Wi City Administrator, Stephan Jilk FROM: Elliel Knutsen, Chief of Police RE: Dispatching/911 Service Contract DATE: November 12, 1992 ppermann The Rosemount Police and Fire Departments have contracted with the Dakota County Sheriff's Office (DCSO) for dispatching and 911 answering services for many years. Although the services provided by the DCSO have been satisfactory, dispatch service costs have increased more than 300% since 1990. Rosemount's share for DCSO dispatching service for 1992 is $29,021.00. This was calculated by dividing the population of Rosemount, Inver Grove Heights, and Hastings into the total salary and benefit costs of the DCSO dispatchers ($3.179 per capita). The City of Eagan has four full-time and six part !time dispatchers utilizing a newly updated system called C.A.D. (Computer Aided Dispatch). This system offers a very accurate and', detailed ,record retention method which not only improves tracking of'' police and fire calls, but provides additional safety for police officers by automatically alerting the dispatcher when a predetermined amount of time passes after the officer checks out at a scene. In late August of 1992 I contacted Eagan Police Chief, Pat Geagan, regarding the feasibility and costs for Eagan to provide dispatching services to Rosemount. During the next two months of study favorable responses were received which would lend support to change dispatching services from DCSO to Eagan: 1. Eagan would provide dispatch and 911 answering service for police and fire at a cost of $2.50 per capita in 1993 and $2.75 per capita in 1994. This represents'; up to $6,000 in savings to the City of Rosemount. 2. Initial testing of radio reception proved! successful from within all areas of Rosemount to Eagan. This reception would be significantly enhanced with the addition',of a repeater at the Shannon Parkway/Connemara water tower. ,Eagan is willing to supply a repeater and also invest $1,000.00 towards its installation as it would also enhance their',own system. Page 2 Upon the approval of the City Council, I would like to recommend utilizing the services of Leonard Koehnen, a Consulting Engineer who specializes in radio/dispatch systems. Mr. Koehnen would finalize the study on radio coverage and antenna site as well as update Rosemount's radio licenses. The cost of this study would be $1,000.00. Other change -over costs include: 1. Rosemount's share of tower/repeater hook-up $ 540.00 2. Install radio circuit line to Eagan 370.00 3. Install additional 911 line into Eagan 365.00 4. Squad and hand-held radio reprogramming 700.00 Total Estimated Change --Over Costs $2,975.00 After installation, ongoing expenses would include an $84.00 per month 911 charge and a $50.00 per month Vista phone charge. These expenses, when added to the projected dispatch fees, will still reflect a lower cost for dispatch services. NOW, THEREFORE, it is mutually agreed by hereto as follows: A. Police and Fire Dispatch Services. 1. Rosemount shall install appropriate 911 telephone lines and radio equipment into the EPSAP for the receiving and dispatching of emergency police calls as deemed necessary by Rosemount and shall be solely responsible for any cost incurred therefor. 2. Eagan shall dispatch, Sunday through Saturday, 24 hours per day, Rosemount fire emergency calls to the extent that EPSAP shall answer emergency calls and place the calls to the Rosemount Fire Department but shall not undertake any 'fire vehicle dispatching for Rosemount Fire Department. Rosemount shall install appropriate 911 telephone lines and radio equipment into the EPSAP for the receiving and dispatching of emergency fire calls as deemed necessary by Rosemount and shall be solely responsible for any and all costs incurred therefor. 3. Rosemount shall provide for and answer all its police business office and non -emergency telephone calls Monday through Friday during the hours of 7:00 a.m. to 7:00 p.m., excluding those days which the City of Rosemount recognizes as holidays, and shall not cause such telephone calls to be transmitted to the EPSAP. EPSAP shall be responsible for such calls during those days and hours not designated above as Rosemount's responsibility. 4. EPSAP personnel shall log all incoming police and fire emergency calls and set forth the time, date, event, public safety unit dispatched and name of complainant, when available. An audio -tape of all emergency calls shall be made and be made available to Rosemount to monitor at a reasonable time at the EPSAP. Tapes shall be kept on file for twenty-eight (28) days and then erased, except that tapes shall be kept on file for a longer period upon a written request from Rosemount for a specific tape. 5. All dispatching services performed and furnished under this Agreement shall be in accordance with the EPSAP policies and procedures. 6. The acquisition of radio equipment by Rosemount and, any modifications thereto, shall be made at the expense of Rosemount. 7. Any Eagan police or fire personnel acting under this Agreement shall not by reason thereof be classified as an employee of Rosemount. B. Compensation and Expense Reimbursement. 1. Rosemount agrees to pay Eagan the following monies as and for the police and fire dispatch services as described in Paragraph A(1) herein: a.. For Calendar Year 1993: 1. $2.50 per capita as established by the Metropolitan Council's 1993 population estimate for the City of Rosemount. 2. Rosemount shall remit to Eagan, no later than January 1, 1993, an amount equal to $2.50 per capita as established by, the Metropolitan Council's 1992 population estimate. No later than December 31, 1993, Rosemount shall pay any difference to the amount paid',on January 1, 1993 and the amount due based on' the Metropolitan Council's 1993 population estimate for the City of Rosemount. 3. In the event Eagan does not provide dispatch services to Rosemount by Janjuary 1, 1993, any payment required under this provision shall be made pro rata. b. This Agreement shall become effective on January 1, 1993 and shall terminate on December 31, 1994. 2. In the event Rosemount terminates or otherwise cancels this Agreement prior to its termination date, Rosemount shall, nevertheless, be bound by the terms of payment under this Agreement and shall not be entitled to reimbursement of any monies paid under this Agreement. D. Liability. 1. Rosemount agrees to indemnify, defend and hold Eagan harmless from any claims, demands, actions or causes of action arising out of any act or omission on the part of Eagan or its agents, servants or employees in the performance of or with relation to any of the work or services performed or furnished by Eagan under this Agreement. E. Alteration or Modification of Agreement. 1. Any alteration, variation, modification or waiver of any provision of. this Agreement shall be valid only after it has been reduced to writing and duly signed by both parties. 2. This Agreement shall constitute the entire Agreement between the parties and shall supercede all prior oral or written negotiations or agreements relating to the subject matter hereof.
