Fire Departments are required to undergo periodic testing of their roof ladders, ground
ladders, and aerial devices. We do this testing on a three-year ',cycle. All ladders of
the fire department were tested by an outside agency which we contracted with and that
testing was completed on October 2, 1992. We do have to make some minor modifications to
some of our ground ladders to comply with new standards, but the ',major impact of this test
is with the aerial truck. Defects that are found during testing ',fall into one of four
categories. A level four defect means no repair is needed at this time but it should be
watched for further deterioration. A level three defect indicates repair soon, next time
the unit is in for maintenance. A level two defect means repair',as soon as possible, it
may become critical in the near future. And a level one defect means immediate action,
take unit out of service until repaired. During the testing process it was found that our
aerial ladder had defects in all four of these classes and specifically in level one
requiring it to be taken out of service immediately.
To initiate repairs, we contacted Emergency Apparatus Maintenance, Ziegler Inc., and Vic's
Welding and Engineering. All three companies came out and looked at the aerial truck.
Prior to the submission of bids we were notified by Vic's that they declined the
opportunity to work on this truck. Ziegler indicated that they are interested but we have•
as yet to have received a bid from them. Emergency Apparatus is '',the only bid we have
received and it is attached. The truck has been out of service for six weeks now and
repairs could take as long as three additional weeks. We do not ,feel that it would be
appropriate to wait any longer for Ziegler's bid.
We are at this time seeking authorization to proceed with repairs to the aerial truck and
engage the services of Emergency Apparatus Maintenance at a cost -'',of approximately
$7,800.00. We will cease to spend monies in all areas of the budget, other than those
that would be absolutely necessary, but it is doubtful that we will be able to remain
$7,800.00 below budget.. Authorizing repairs at this time would also be authorizing the
fire department to exceed their budget by an additional $7,800.00 in addition to the
$500.00 which was approved last month for a total of $8,300,00 over budget.
RECONIlUMED ACTION:
Motion to authorize the fire department to spend up 'to $7,800.00 to
engage the services of Emergency Apparatus Maintenance to repair the
aerial truck with the understanding that this expenditure along with a
previous authorization of $500.00 will put the fire ',department
approximately $8,300.00 over budget for 1992.

Mike, on 10-12-92, I met with Bryan and looked at unit 35810.
We went over test report #92-2196 from American Test Center.
The labor would be $4,516.00, the parts would be no more than
$3,275.00, total not to exceed $7,791.00 and that would be
only if all 3 leaky cylinders needed new rods. Thisl,also
includes checking and replacing if necessary the lower rotation
bolts, this can only be done by cutting out the backs of the
cabinets to gain access to these bolts. I would suggest doing this
at this time due to the fact the upper rotation bearing bolts
are loose and with no access possible the lower bolts have never
been checked.

This quote is with truck at our shop, if pickup and
needed arrangements can be made.
