EVP and Emergency Response Management Study At a previous meeting, the City Council directed staff, and more specifically, emergency response staff to study the impact and benefits that an EVP system could have for the City of Rosemount. That mandate was undertaken by Ron Wasmund, Dwayne Kuhns, and myself. A number of companies were found who manufactured the emitters which would be mounted on the emergency vehicles -to activate the system. However, there is only one company which manufacturers the entire system including the emitters on the vehicles, the control equipment within the stop lights, and the detection equipment mounted on the stop lights. The company that manufacturers this complete system is the 3M Company. Their product is called the Opticom System and is distributed locally by the Rennix Corporation. This is also the system that is approvedbythe state and county which would be essential for all of the applications at the present in the City of Rosemount The attached report is an attempt to provide some background information on the operation of the system, rationale for its implementation, cost figures, and benefits to the City.A short video tape' presentation will be available for viewing at the City Council meeting highlighting some of the features of this system. In addition, MR. RICHARD HARDING, President of the Rennix Corporation will be on hand to answer any technical questions you might have that could be above and beyond the capabilities of staff. We do not look for any formal action on this matter at this time. If the City Council has a general consensus on the implementation of an EVP system, we would place it in the CIP for 1993 and ask for formal consideration when the budget is adopted. Hopefully the attached report, along with the video tape and Council presentation, will give you the necessary information to adequately evaluate this type of an approach to an emergency response management plan.
