Conduct d. Action - Approved. 4. DEPARTMENT HEADS REPORTS/BUSINESS a. Community Center Arena Discussion - Discussion held on obligation of City if Port Authority sells revenue bonds for financing multi-purpose area. Ron Pederson reviewed ice time commitment. Financial consultant directed to review financial packet and present opinions and make recommendation for potential bond sale at June 2 meeting. b. Transit Update County Road 42 Route - Council member Klassen reviewed MV'TA bus routes for Rosemount & announced new CR42 busline from Rosemount to Burnsville Center. 5. CONSENT AGENDA - Approved a. Minutes of May 4, 1992 Special Council Meeting b. Minutes of May 5, 1992 Regular Council Meeting c. Bills Listing d. Licenses and/or Permits e. Mortgage Release - West Ridge 3rd Addition f Miscellaneous Administrative Fund Transfers- $50,000 P.A. transfer pulled. g. Expenditure Approval from Donation Account h. Election Equipment Purchases i. Temporary On -Sale Non -Intoxicating Liquor Licenses j. Staff Attendance at Community Education State Conference k. Port Authority Residency Requirements Council re -affirmed residency requirements that P.A. members must be Rosemount resident. b. Downtown Redevelopment Plan - Authorized formation of steering comm. c. Approve Hiring - Economic Development Coordinator - tabled to 6-2 mtg d. Accept Bids/Award Contracts for Projects 206 & 212 - Adopted resolutions e. Fire Station Location Study - Directed staff to have preliminary engineering study done on Strese property to determine feasibility of fire station located off of Shannon Pkwy f. Architectural Services RFP - City Facilities - Approved. 7. NEW BUSINESS a. Leprechaun Days - Approved activities and donation requests b. Process to Establish Home Rule Charter- Consensus of Council not to award contracts c. Hiring Process for Engineering Technician Intern - Approved d. Accept Resignation/Authorize Hiring for Assistant Program Director - Approved e. Add-on Carrollton II - Councilmember Willcox requested staff to look at dust problems caused by construction. General residents complaining. 8. MAYOR'S REPORT a. Dakota Alliance for Prevention - Rosemount Nominee - Approved appointment of Sam and Karen Garafala.
