We bring this item back to you for discussion purposes.- When the City
Council was going through the selection process for the Port Authority
Board Members, there was discussion regarding whether Board Members
appointed should have to be Rosemount city residents.
State Law, establishing regulations under which port authorities operate,
does not require that members be residents of the city they serve.
The City Resolution, which establishes the Rosemount Port Authority does
restrict members to residents of the City.
Before proceeding with research on this matter I wanted to allow discussion
to take place so that we will not be spending a lot of time and effort if
you wish to leave the requirements as they are.
One of the two motions following would be appropriate for your
consideration.
RECOMMENDED ACTION:
1) Motion to direct City Administrator to research the pros and cons of
appointing non-residents to the Port Authority and report back by
September 1, 1992.
2) Motion to affirm residency requirements for Port Authority Members.
