The bid opening for the referenced project will be hAd May 19, 1992 at the
Dakota County Offices in Hastings with representatives of Dakota County and
Rosemount at the bid opening. The bids will be checked by Dakota County
and Rosemount personnel and we will have a recommendation for bid award to
hand out to you at the Council meeting on Tuesday night. At this time
there are approximately ten (10) legitimate plan holders for the project
and we are anticipating low bids based on previous bid openings this
spring.
The construction cost estimate based on final plans for Project No. 206 was
$569,000. The construction cost estimate for the Diamond Path Project,
County Project No. 33-03, City Project No. 212 is approximately $730,000,
for a total of the two projects of $1,299,000.
City Project No. 206, the 145th Street Project is a Municipal State Aid
eligible project. As part of the award of this project the City has an
opportunity to use what is called an advance encumbrance for payment of the
project. Rosemount is eligible to receive approximately $368,000 in 1992
for use on Municipal State Aid projects. The State Aid eligible portion
for Project No. 206 is estimated to be $501,000. Other City projects which
have been or will be closed out this year will consume another $153,000 of
the 1992 M.S.A. available funding. Therefore, there will be approximately
$215,000 which will be available for City Project No. 206 in 1992. The
normal procedure is to wait until the project is closed out to get the
remaining eligible funds, which would be in August of 1993. With the
advance encumbrance we can receive 95t of the $286,000 out of the 1993
allotment on or after February 1, 1993 by passing this resolution. This
makes sense from a financial position to have the money as soon as possible
in 1993. The numbers used for this memo to the Council are from the cost
estimates, but the actual resolution passed at the Council meeting on the
19th will be utilizing the actual bid prices for the contract, which may
change slightly from the cost estimate.

RESOLUTION 1992 -
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR 145TH STREET RECONSTRUCTION
CITY PROJECT 206
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as
follows:
1. All bids on construction of 145th Street Reconstruction are hereby
received and tabulated.
2. The bid of , in the amount of $ for the
construction of said improvements in accordance with the plans and
specifications and advertisement for bids is the lowest responsible bid
and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into
a contract with said bidder for the construction of said improvements
for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to
all bidders the deposits made with their bids, except that the deposit of
all successful bidder and the next two lowest bidders shall be retained
until a contract has been executed.

BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as
follows:
1. All bids on construction of Diamond Path Street Improvements are
hereby received and tabulated.
2. The bid of , in the amount of $ for the
construction of said improvements in accordance with the plans and
specifications and advertisement for bids is the lowest responsible bid
and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into
a contract with said bidder for the construction of said improvements
for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to
all bidders the deposits made with their bids, except that the deposit of

RESOLUTION 1992 -
A RESOLUTION FOR ADVANCED ENCUMBRANCE
ON 145TH STREET RECONSTRUCTION
M.S.A.S. NO. 208-103-06
CITY PROJECT NO. 206
WHEREAS, the City of Rosemount has obtained the Commissioner's approval of the
plans for the following Municipal State Aid Street Project located at 145th Street
West from Diamond Path to Shannon Parkway consisting of total reconstruction,
grading, curb & gutter, base and bituminous; and
WHEREAS, said City is prepared to proceed with the construction of said project(s)
by providing local funds to supplement the available funds in its Municipal State Aid
Street Account; and
WHEREAS, repayment of the funds so advanced by the municipality is desired in
accordance with the provisions of Minnesota Statutes 162.14, Subdivision 6.
NOW THEREFORE BE IT RESOLVED, that the Commissioner of Transportation be and
is hereby requested to approve this basis for financing and construction project(s)
and to authorize repayments from the subsequent accruals to the Construction
Account of Municipal State Aid Street Fund for said City within the limitations
provided by law and at the times and in the amounts as herein indicated:
On or after February 1, 1993 - $286,000 from 1993 Allotment
