(Accept donation) 4. Request use of various City personnel during Leprechaun Days week. (Motion to Approve) 5. Most of the events are being held on city owned property, it would be appropriate to notify the city's insurance company that community events will be held. In the past the committee has submitted a list of the events to the city insurance officer, who then turned that list over the insurance company as notification that events would be held on city property. The garden tractor pull event held on the last Sunday, provides it's own insurance coverage. The fireworks package includes a million dollar policy that covers the City and School District. BOX 124, ROSEMOUNT, MINNESOTA 55068 MAY 19, 1992 TO: ROSEMOUNT CITY COUNCIL FROM: JOE WALSH, CHAIRMAN SUBJECT: "STREET DANCE" AT CITY HALL The Rosemount Leprechaun Days Committee is requesting that the Rosemount City Council consider allowing the Rosemount Jaycees to use the North end of the City Hail parking lot for a "street dance" that will be used as a fund raiser for Leprechaun Days. The dance would be held on Saturday, July 18, with the Pig Roast prior to and during the dance. Last year the Rosemount Jaycees held a "street dance" on the first Saturday of Leprechaun Days week. This year they would like to use the parking lot again and move the dance to the North end of the City Hall parking lot. The Jaycees would have their annual Pig Roast and set up a tent near the North end of the parking lot. At this time I am not sure of the exact location of the dance area. The Jaycees would also sell beer and other refreshments. The Jaycees have been in contact with various city staff members to determine what needs to be done to protect the flower garden area and to provide a open area for the police vehicles and access to city hall. This request is just to obtain the City Council approval to the concept of using the lot for this fund raising event. The Jaycees will then contact the various city departments for specific needs and concerns on using the area and obtain the necessary permits. THANK YOU FOR YOUR HELP WITH THIS PROJECT. With the current budget cuts that Park & Rec has been asked to make, the Committee has found it appropriate to donate $ 350 to cover some of the cost of music in the parks. This will allow the normal amount of Sunday"Bands in the Park" that the Park & Rec have during the summer months. The committee will cover the cost of the music in the park for Sunday, July 19 and if funds permit we will consider covering the Band in the Park on Sunday, July 26. BOX 124, ROSEMOUNT, MINNESOTA 55068 MAY 19, 1992 TO: ROSEMOUNT CITY COUNCIL FROM: JOE WALSH, CHAIRMAN SUBJECT: DONATIONS - CHARITABLE GAMBLING The Rosemount Leprechaun Days Committee is requesting that the Rosemount City Council consider allowing the Rosemount Leprechaun Days to use the Citys' Donation Policy to channel money from charitable gambling donations to fund Leprechaun Days events. With changes that have been made in Minnesota Statues covering the use of charitable gambling money, community groups like Leprechaun Days can no longer receive donations directly from gambling funds. The best way for Leprechaun Days to receive money from these funds is to have the money donated to the City and then have the City dispense those funds. With the City Donation Policy, the use of those donations can be specified by the donating group. The Rosemount Jaycees would like to make up to a $24,000 donation to be used for some Leprechaun Days events and the "Street Dance". Other local groups have money that they would like to give to Leprechaun Days (in smaller amounts) and face the same problem. After much discussion with Steve Jilk and Jeff May, the best solution for this year would be to have the City accept the donations, set up a special city account, and disperse money from that account when proper receipts are submitted by Leprechaun Days Committee. Some of the bills would be directly paid from the account, such as the cost for rental of tents, tables, portable toilets,and direct cost of the band and safety fencing. These items could use up about $12,000. No donated money would be used for the operation of the beer sales at the dance, nor insurance or permit fees related to the dance. The Leprechaun Days Committee would set up a fund that would pay for smaller items, then when they total $1000, we would submit those receipts to the City for payment. This should limit the number of checks written by the City. Again, a "paper trail" of receipts would be made to show where the donated money was used. In response to the change in statues and other reasons, I am in the process of setting up a tax-exempt, non profit corporation that meets the requirements to receive charitable gambling funds. This would allow the funding of city wide events that use charitable gambling money without channeling the money through the City. I ask that the City Council approve of accepting donations from local groups to be used'for Leprechaun Days events and establishing a special account for that use.
