SUBJECT: LEPRECHAUN DAYS REQUEST
The Rosemount Leprechaun Days Committee is requesting that
the Rosemount City Council approve and accept certain items
that are needed for this year's community event. These are
listed below for your action.
1. Request for funding for Fireworks. (Motion to Approve)
2. Approve request for street closings. (Motion to Approve)
3. Accept donation towards Bands in Park. (Accept donation)
4. Request use of various City personnel during Leprechaun
Days week. (Motion to Approve)
5. Request to use City Hall Lot for "Street Dance", Jaycees
fund raiser for Leprechaun Days. (Motion to Approve)
6. Request to include Leprechaun Days as part of City's
Insurance plan. (Motion to Approve)
7. Approve accepting donations to City through Donation
Policy for use with Leprechaun Days as requested by those
making donations. (Motion to Approve)
Attached to this cover memo are different memos covering
each of these items.
The Leprechaun Days Committee request that the City
Council approve and accept these business items that are
required to make this a community event.

SUBJECT: LEPRECHAUN DAYS and CITY INSURANCE
The Rosemount Leprechaun Days Committee is requesting that
the Rosemount City Council consider allowing the Rosemount
Leprechaun Days to be covered by the City's insurance policy.
Most of the events are being held on city owned property,
it would be appropriate to notify the city's insurance
company that community events will be held. In the past the
committee has submitted a list of the events to the city
insurance officer, who then turned that list over the
insurance company as notification that events would be held
on city property.
The garden tractor pull event held on the last Sunday,
provides it's own insurance coverage. The fireworks
package includes a million dollar policy that covers the City
and School District.

SUBJECT: "STREET DANCE" AT CITY HALL
The Rosemount Leprechaun Days Committee is requesting that
the Rosemount City Council consider allowing the Rosemount
Jaycees to use the North end of the City Hail parking lot for
a "street dance" that will be used as a fund raiser for
Leprechaun Days. The dance would be held on Saturday, July
18, with the Pig Roast prior to and during the dance.
Last year the Rosemount Jaycees held a "street dance"
on the first Saturday of Leprechaun Days week. This year
they would like to use the parking lot again and move the
dance to the North end of the City Hall parking lot. The
Jaycees would have their annual Pig Roast and set up a tent
near the North end of the parking lot. At this time I am
not sure of the exact location of the dance area. The
Jaycees would also sell beer and other refreshments.
The Jaycees have been in contact with various city staff
members to determine what needs to be done to protect the
flower garden area and to provide a open area for the police
vehicles and access to city hall.
This request is just to obtain the City Council approval
to the concept of using the lot for this fund raising event.
The Jaycees will then contact the various city departments
for specific needs and concerns on using the area and
obtain the necessary permits.

SUBJECT: DONATION FOR MUSIC GROUPS
The Rosemount Leprechaun Days Committee has worked with the
Park and Recreation Department over the years in jointly
sponsoring activities during Leprechaun Days. With the
current budget cuts that Park & Rec has been asked to make,
the Committee has found it appropriate to donate $ 350 to
cover some of the cost of music in the parks. This will
allow the normal amount of Sunday"Bands in the Park" that
the Park & Rec have during the summer months.
The committee will cover the cost of the music in the park
for Sunday, July 19 and if funds permit we will consider
covering the Band in the Park on Sunday, July 26.
Again, the Leprechaun Days Committee wants to continue our
joint efforts with the City to provide community events.

THE 1992 ROSEMOUNT LEPRECHAUN DAYS COMMITTEE IS REQUESTING
THAT THE CITY COUNCIL OF ROSEMOUNT AUTHORIZE THE RELEASE OF
THE FUNDS NECESSARY TO PURCHASE FIREWORKS, AND AUTHORIZE THE
NECESSARY SIGNATURES ON THE CONTRACTS AND PERMITS FOR THE
FIREWORKS. THE CITY ANNUALLY CONTRIBUTES THE MONEY TO
PURCHASE THE FIREWORKS THAT THE ARE DISPLAYED DURING
LEPRECHAUN DAYS. THE AMOUNT FOR THE FIREWORKS IS $6000.
THIS YEARS FIREWORKS WILL BE SHOT OFF BY A PROFESSIONAL
SHOOTER. THE MEMBERS OF THE FIRE DEPARTMENT WILL NOT BE
SETTING OFF THE FIREWORKS, BUT WILL BE ASK TO PROVIDE
MANPOWER FOR STANDBY DURING THE FIREWORKS INCREASE OF A
PROBLEM. ALSO THIS YEAR'S PACKAGE INCLUDES ONE MILLION
DOLLARS OF INSURANCE, WITH THE CITY AND SCHOOL DISTRICT NAMED
AS CO-INSURED.
THE COMMITTEE IS ALSO REQUESTING THE TEMPORARY OVERNIGHT USE
OF PART OF THE OLD MNDOT GARAGE FOR THE STORAGE OF THE
FIREWORKS. THE SHOOTER LIKES TO LEAVE THE FIREWORKS UNDER
LOCK AND KEY WHILE HE IS AT THE MOTEL FOR THE NIGHT. WE
HAVE COORDINATED THIS WITH THE POLICE DEPARTMENT IN THE PAST.
LEPRECHAUN DAYS WILL RUN FROM FRIDAY, JULY 17TH THRU SUNDAY,
JULY 26TH. FIREWORKS ON SATURDAY, JULY 25TH, RAIN DATE OF
SUNDAY, JULY 26TH.
THANKS TO YOU AND ALL THE CITY'S STAFF THE LEPRECHAUN DAYS
EVENTS WILL TAKE PLACE.

SUBJECT: DONATIONS - CHARITABLE GAMBLING
The Rosemount Leprechaun Days Committee is requesting that
the Rosemount City Council consider allowing the Rosemount
Leprechaun Days to use the Citys' Donation Policy to channel
money from charitable gambling donations to fund Leprechaun
Days events.
With changes that have been made in Minnesota Statues
covering the use of charitable gambling money, community
groups like Leprechaun Days can no longer receive donations
directly from gambling funds. The best way for Leprechaun
Days to receive money from these funds is to have the money
donated to the City and then have the City dispense those
funds.
With the City Donation Policy, the use of those donations
can be specified by the donating group. The Rosemount
Jaycees would like to make up to a $24,000 donation to be
used for some Leprechaun Days events and the "Street Dance".
Other local groups have money that they would like to give to
Leprechaun Days (in smaller amounts) and face the same
problem.
After much discussion with Steve Jilk and Jeff May, the
best solution for this year would be to have the City accept
the donations, set up a special city account, and disperse
money from that account when proper receipts are submitted by
Leprechaun Days Committee. Some of the bills would be
directly paid from the account, such as the cost for rental
of tents, tables, portable toilets,and direct cost of the
band and safety fencing. These items could use up about
$12,000. No donated money would be used for the operation
of the beer sales at the dance, nor insurance or permit fees
related to the dance. The Leprechaun Days Committee would
set up a fund that would pay for smaller items, then when
they total $1000, we would submit those receipts to the City
for payment. This should limit the number of checks written
by the City. Again, a "paper trail" of receipts would be
made to show where the donated money was used.
In response to the change in statues and other reasons, I
am in the process of setting up a tax-exempt, non profit
corporation that meets the requirements to receive charitable
gambling funds. This would allow the funding of city wide
events that use charitable gambling money without channeling
the money through the City.
I ask that the City Council approve of accepting
donations from local groups to be used'for Leprechaun Days
events and establishing a special account for that use.
Steve Jilk may have additional comments on the plan that
I have tried to layout for you.
