This week the City of Rosemount received official notice that two
comprehensive guide plan amendments have been approved: 1) the National
Guard Armory Community Center MUSA Expansion; and 2) the Empire WWTP
Diversion and MUSA Expansion. Both of these amendments were approved at
the Metropolitan Council's October 22, 1992 meeting. Attached are the
letters of notification from the Metropolitan Council. As you will note,
with both amendments there were recommendations made by the Metropolitan
Council regarding the City of Rosemount's policies. The City will need to
consider these recommendations in any future submittals to the
Metropolitan Council.
On Tuesday, I will be happy to answer any questions you may have regarding
these decisions by the Metropolitan Council.

Dear Ms. Freese:
At its meeting on October 22, 1992, the Metropolitan Council considered the city of Rosemount's
comprehensive plan amendment. This consideration was based on a report of the Metropolitan
and Community Development Committee, Referral Report No. 92-60. A copy of this report is
attached.
The Council approved the following recommendations contained in the above report:
1. Adopt the staff report and findings as stated above as part of these recommendations.
2. Inform the city of Rosemount that it may place the amendment into effect and no plan
modification is required.
3. That the Metropolitan Council direct the Metropolitan Waste Control Commission to amend
its 1992-2010 Implementation Plan to change the projected timing of the Empire Treatment
Plant Expansion from the 2002-2010 time period to the 1997-2002 time period. This change
is subject to the usual Implementation Plan review process. This means that when the
Council reviews the Facility Plan for the Empire Treatment Plant Expansion, the Council will
review that plan in light of the Council's Metropolitan Development and Investment Framework
and Water Resources Management Development GuidelPolicy Plan in effect at the time of the
review and the results of the Metropolitan Waste Control Commission's
Centralization/Decentralization study.

4. Recommend that the city of Rosemount and other cities in the Empire WW TP service area
evaluate the level of excessive infiltration/inflow (I/I) in their local sewer systems and adopt
aggressive LII reduction programs.
5. Recommend that the city of Rosemount incorporate the Council's proposed interim water
quality strategy to manage nonpoint source pollution in its forthcoming comprehensive plan
update.
6. Recommend that the city adopt a policy requiring the presettling of stormwater runoff.

Dear Ms. Vanderheyden:
At its meeting on October 22, 1992, the Metropolitan Council considered the city of Rosemount's
comprehensive plan amendment. This consideration was based on the following report from the
Metropolitan and Community Development Committee Consent List which was adopted by the
Council:
The plan amendment proposes to expand the Metropolitan Urban Service Area (MUSA) by 12
acres to accommodate a combined National Guard Armory and Rosemount Community Center.
The Committee recommends that the city adopt the Council's interim strategy to reduce nonpoint
source pollution. This strategy requires cities to use National Urban Runoff Program (NURP) or
similar criteria for the design of stormwater ponds and the Minnesota Pollution Control Agency's
Best Management practices or equivalent standards to manage site construction activities.
