The City is in receipt of a petition from the residents of Country
Hills housing subdivision requesting a stop sign. They are requesting
the stop sign to be placed on Connemara Trail at Dallas Avenue.
Because of liability associated with traffic control devices for the
entity erecting them, they cannot be randomly placed. The Uniform
Traffic Control Device Manual which is the accepted standard of MnDOT
and the .Federal DOT cites specific warrants (circumstances) which
should be present for traffic control devices. They include such
things as traffic volumes, pedestrian volumes, high accident frequency
or a combination of the above. The current accident history is -0
I have contacted Ron Bray, Traffic Engineer for OSM, to study this
intersection and make his recommendations. The study of the
intersection will involve obtaining current traffic counts on both
streets, reviewing the accidents (0) and examining the physical
characteristics and measuring sight distance.
I will respond to the petitioners spokesperson once the results of the
investigation are returned. I expect this to take 2-3 weeks.

Enclosed is apetition for a stop sign to be placed on Connemara Traiil for eastbound traffic at the
intersection of Connemara and Dallas Ave. I was told by the Public Works Department that I would need
96 to 98 percent of the people who use the intersection to sign the petition I am glad to say that 100 percent
of the people that I contacted signed the petition.
Why? Each of the homeowners and drivers have had numerous close calls. The hill. west of the
intersection on Connemara is high enough that it hides a normal-sized car unttl the very last instant. This
makes it a very dangerous intersection to exit or enter our development The people on the north side of
Connemara do not have the same problems due to the locations of their intersections.
We are petitioning the city to accomplish a traffic study but more importantly we feel that regardless of the
traffic load that a stop sign be installed for the eastbound traffic only, such as those on 145th, that state that the
opposing traffic does not stop. We know of the city's plan to make Connemara a thru street to Rte 3 in the
future which well along with the rapid buildup of the area will greatly increase traffic.
We think that even one accident or life is to great a price for the cost of a stop sign

bound traffic on Conamara Tram at Dallas Ave. This intersection is dangerous because the grade looking
westbound hides most vehicles. The other intersections near Dallas Ave do not have the same problem. In
addition most feel that vehicles are travelling too fast on the south lanes because many homeowners walk on
the bike path and fear for their kids and animals. Thank you for your consideration of the proposed stop
sign.

Dear Mr. Bray:
The City of Rosemount has received a petition from the residents of Country Hills
Subdivision for the installation of a traffic control device.
Specifically they are looking for a stop sign to be installed for east bound traffic on
Connemara Trail at Dallas Avenue.
This is a "T" intersection with Dallas entering Connemara from the south. Dallas is
a residential street with the statute 30 m.p.h. speed limit. I do not know the ADT.
Connemara is a 4 -lane State Aid Collector street with 35 m.p.h. speed limit. The ADT
on Connemara is 1,600. Accident history compiled at the time of this writing shows
no accidents.
I. would like you and your Staff to review this intersection data and physical
characteristics for control warrants. Based on your review I would like your
professional recommendations for control at this intersection, including warrants or
lack of.
Please contact either Bud or myself with any questions you may have regarding this
matter.
