Compensation Review - Process to FollowCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE:November 3, 1992 AGENDA ITEM: Compensation review Process to Follow AGENDA SECTION: Old Business PREPARED BY: Stephan Jilk AGENDA NFrEM # 5 n ATTACHMENTS: APP D j$Y: f Mr,Cy Smythe, of Labor Relations,Inc. will be joining us to discuss several items in relation to the salaries for the city employees. The Purpose for which we have asked Mr. Smythe to meet with the Council relates to the following: 1) The City's Pay Equity Program - The status of the City's Pay Equity Program and the next step in reaching compliance with the State of Minnesota. 2) The City's compensation program and how it relates to the Pay Equity Program. - I have asked Mr. Smythe to explain how changes in salaries can effect whether the City is in compliance or not with Pay Equity requirements and the steps necessary to update and maintain compliance. 3) The City's responsibility with the potential development of a third union. 4) The process the City should follow in establishing a review of the current compensation program and the development of a revised compensation program for the short and long term'. We have suggested that a process is necessary to complete this review and update of our salary and benefit program in a timely manner and to insure its continued relationship to our Pay Equity Program. Mr Smythe will provide specific recommendations to define this process. I will suggest at this time that Mr. Smythe will not be able to provide assistance throughout the entire process as I had previously indicated. In further discussions with him I feel that his company will provide a key element in the process and that is in the area of Pay Equity and how it does and will relate to the total compensation program. In order for a complete review of the City's compensation program it will still be necessary to contract with another firm but Mr. Smythe can and will explain how the entire process can be coordinated and what needs to be done.
